synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotes are being requested and a written
solicitation will not be issued. This solicitation is issued as a
request for quotes (RFQ). Submit written quotes (oral quotes/offers
will not be considered), on requisition F41636-99-T1490, to FAX number
(210) 671-1199. This project is for the removal and replacement of
carpet. This purchase is set aside for small business. The contractor
shall obtain all supplies, equipment, and labor to perform carpet
installation. Contractor shall remove and dispose of old carpet in a
manner consistent with Federal, State, and local requirements.
Contractor shall remove furniture from the rooms before installing
carpet and replace furniture in its original configuration upon
completion of each room. Contractor shall install approximately 10,000
square yards of Government furnished "Direct Glue-Down" carpet in the
Gateway Inn buildings 10201, 10205, and 10207 in approximately 450
rooms at 180 square feet per room. Contractor should verify square
footage before providing quote. Contractor shall remove existing cove
base and use carpet with a cap in place of a new cove base. Color of
cap shall be selected by lodging management. Contractor must provide
written quote for all items listed above. This solicitation document
incorporates provisions and clauses that are in effect through Federal
Acquisition Circular 97-13, Standard Industrial Code (SIC) is 1752.
Note that the provisions at FAR 52.212-1, Instructions to Offerors
Commercial Terms, applies to this acquisition. In addition the clause
at FAR 52.212-5, Contract Terms and Conditions Required to Implemented
Statutes or Executive Orders Commercial Items, apply to this
solicitation. Specifically the following clauses cited are applicable:
FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action
for Special Disables and Vietnam Era Veterans; Far 52.222-36,
Affirmative Action for Handicapped Workers. The clause at DFARS
252.212-7001, Contract Terms and Conditions required to implement
Statutes or Executive Orders applicable to Defense Acquisition of
Commercial Items, applies to this solicitation. Specifically the
following clauses cited are also applicable: DFARS 252.225-7001, Buy
American Act and Balance of Payment Program. Offerors must include with
their offer a completed copy of provisions at FAR 52-212-3, Offeror
Representations and Certifications -- Commercial Items, and DFARS
252.212-7000, Offerors Representations and Certifications Commercial
Items. Also applicable by reference is DFARS 252.204-7004, Required
Central Contractor Registration (CCR). The CCR can be obtained by
calling 1-888-227-2423. Confirmation of CCR registration must be
obtained before award can be made. Award will be based on meeting the
requirement, evaluation of lowest price, and responsible offer/quote.
A site tour has been made available for all potential vendors on 21 OCT
1999 at 9:00AM. Send quotes in writing to Point of Contact above.
Quotes are required to be submitted not later that 3:00PM (CST), 3 NOV
99, and acceptance must be good for 30 days. Award is anticipated to
be made 15 NOV 99. This project's target start date is 16 November.
