work includes providing the personnel, equipment, materials, labor,
travel and all means necessary to provide the Navy an immediate
response for civilian construction contract capability. The
construction and construction related engineering and services would be
to support immediate needs associated with a regional emergency caused
by a natural disaster, military led or supported humanitarian
assistance or military conflict. The construction may be in support of
the United States Military forces in a stand alone status, or as part
of a United Nations (UN), North Atlantic Treaty Organization (NATO),
multinational force, or other entities as necessary. The purpose is to
have a construction contractor available prior to an exigent
situation. The contract is a cost plus award fee indefinite delivery
indefinite quantity format. This solicitation will be procured through
Best Value Source Selection, using a Two-Phase approach. The first
phase includes technical evaluation factors: (1) Corporate Experience
(2) Past Performance (3) Financial and Management Systems (4)
Capability of Key Personnel and (5) Commitment to Small Business. In
Phase I all evaluation factors are considered to be of equal
importance. The second phase evaluation factors consist of (1)
Management and Technical Approach and (2) Cost/Price. In Phase II, the
technical evaluation factors including all factors in Phase I and
Phase II, Factor (1), are of equal importance and, when combined, are
significantly more important than Phase II, Factor (2), Cost/Price. A
maximum number of five offerors will be selected to participate in
Phase II. A written proposal will be the basis for all Phase I factors
and Phase II, Factor (2), evaluation. An Oral Presentation will be the
basis for the evaluation of Phase II, Factor (1). The approximate
Solicitation Release Date is 15 November 1999. This solicitation is
available in electronic format only. All documents will be in the Adobe
Acrobat PDF file format on CD ROM. The free Acrobat Reader, required to
view the PDF files, is provided on the CD or can be downloaded from the
Adobe website. A charge will be made for each CD. The cost is $12.50
for the CD. This price includes priority mail postage. These sets will
be made available upon receipt of a written request, and a
non-refundable check or money order made payable to the U.S. Treasury.

Estimated Cost Range is not to exceed $200,000,000 ceiling for five
years (One base year, plus four option years). The Standard Industrial
Classification (SIC) Code for this project is 1542 with a Size
Standard of $17,000,000. This project is not set aside for small
