70 -- INTEGRATED FORMS SYSTEM DUE 110999 POC Penny Hollabaugh, Contract Specialist, (202) 307-5177 12. Drug Enforcement Administration (DEA) seeks to identify responsible potential sources and obtain information in regards to purchase of a complete integrated forms system that would allow the DEA to efficiently print, glue, collate and insert mailing envelopes for up to eleven DEA forms in support of registration and registrant information for controlling legal drug production, movement and distribution in the United States. This program controls information on over one million registrants and responds to as many as twenty thousand requests per month for registration and registrant information. The contractor shall furnish the necessary hardware, software and technical support services for a complete system development, integration operational prototype, and carry out a full-scale implementation of a turnkey solution, including all necessary training in support of the form production. Tasks and Deliverables: Monthly Briefing-A monthly briefing for ODR relative to the status of the current task. Items included: (a) hours allocated, spent and remaining. (b) milestone status and activities (c) deliverable status and activities. (d) task concerns and possible causes of delay (e) change in resource requirements. LASER PRINTING SYSTEM -- Narrow edge feed printer must be configured with high capacity feeder/stacker and a bypass transport that is modified to print narrow edge feed or small format documents. Printing system must be certified to print the subject forms with the standard color shades of approved carbonless paper stock. In addition to providing standard printing capabilities, printer shall also print DEA forms with dimensions of 6 x 9.5 inches and deliver the printed forms to the bypass transport for subsequent in-line finishing. The system shall provide for on-line data imput streams in support of the print requirements. HIGHLIGHT COLOR PRINTER -- Must be configured with a bypass transport connected directly into the in-line finishing equipment. All DEA forms shall be printed using red dropout color PMS 189 or a color that is suitable for Optical Character Recognition (OCR), Character Recognition (ICR) and Optical Mark Recognition (OMR) compatible with the lamps being used in the Registration and Program Support Section scanner with minimum dimensions of 8x10 inches on standard bond paper for subsequent gluing and inserting into delivery envelopes. The end printing process shall include the address of the recipient. The printed forms shall be inserted into a mailing envelope with a window for the preprinted recipient address along with a return envelope for form mail-back. Six of the forms require a Barcode imprint with the following requirements: DEA registration number or reference number; form type; 3 of 9 format, minimum height of the shortest bar is .25 inches; maximum height of the tallest bar is 1.25 inches, minimum width of the narrowest bar is .01 inch; maximum width of the widest bar is .05 inches, quiet zone (blank area) of 0.25 is recommended. The minimum that is required is 1/5 inch. Height to width ratio of 1/8 is recommended. A minimum of 1/12 height to width ratio is required. The registration precision of printing must be suitable for automated data capture using OCR, ICR and OMR: Registration precision 0.025 inches; -- Registration marks must be a character that can be recognized by the OCR engine with a right angle in its lower left-hand corner (e.g. B, D or E). IN-LINE GLUING SYSTEM -- Contractor shall provide accumulation and gluing of form documents and presentation of accumulated documents to an inserter for final mailing. The gluing systems must interface directly "in line" to the bypass transport of the narrow edge feed printing systems and the bypass transport of the highlight color printer. MAIL PROCESSSING SYSTEM -- Contractor shall provide final element of the turnkey solution with master mailer inserter and in-line postal meter. Inserter shall automatically insert pre-processed or folded mail material from 3 1/8 inches x 5 1/2 to 8 1/2 inches x 11 inches, into DEA mailing envelopes. The DEA envelope to be used for the forms printing and mailing will be 6 1/2 inches x 10 3/8 inches for DEA Form 22 and a separate mailing envelope (need size) will be used for the other forms. Finished mail shall be presented to an in-line postal meter, completing the print-to-mail meter, completing the print-to-mail operation. The complete integrated system shall print, glue, collate and insert into mailing envelopes up to the initial eleven designated DEA forms. All of the printing, finishing, inserting and postal metering shall be performed in a seamless manner. DATAGLYPH TECHNOLOGY FOR ORDER INTEGRITY- Contractor shall provide a High-Speed DataGlyph technology to ensure drug order transaction integrity. DataGlyph encoding application software shall be incorporated into the DEA CSA forms order creation systems. The software shall permit the printing of certain portions of the variable data in a DataGlyph on each order form, for subsequent reading and verification, either at DEA Headquarters and/or the DEA field offices. The information to be contained in the DataGlyph is the variable information that is printed on the form in the lower left-hand corner: Issue Date-10 bytes; DEA Registration Number 8 bytes, Schedules 26 bytes; Number of the Order Form 9 bytes. Total number of user bytes is expected to be less than 60 bytes. The printer used for printing the forms shall be equipped with the high speed DataGlyph Reader, to verify that the DataGlyph is readable and to log the data for subsequent storage and retrieval. READING PROCESSED ORDER FORMS -- Contractor shall provide a software application program for loading a Palm PC or regular PC to receive the hand held reader output and display the order form information on the display screen. Contractor shall provide a total of 35 hand held readers for distribution to each DEA field office to permit DEA to verify the validity of completed drug order transactions. DELIVERABLE PRODUCTS AND DUE DATES -- Delivery and installation of a proposed system shall be made within 120 days after receipt of an order or as negotiated at time of purchase. Upon installation and the system being made fully operational, a 15-day acceptance performance test shall be conducted. SERVICE MAINTANCE AND TRAINING -- The entire system (hardware and software) shall be warranted for a period of 1 year from date of operational acceptance and 1 year of continual operation support services, after which a 7-day/24 hour operational support service/maintenance period shall commence. DEA personnel shall be trained to operate and perform technical service of the operational system (minimal 3 day). PERIOD OF PERFORMANCE -- Completion anticipated 4 months from contract award. MISCELLANEOUS -- DEA will provide access to Government or Contractor technical and professional personnel whose input is necessary for successful task performance. Contractor shall possess an active DEA clearance for on-site performance of this task or be escorted by authorized personnel. Periodic In-Process Review (IPR) meetings with the technical monitor will be held, as requested by the program office on an agreed upon schedule, throughout the period of performance.
