The U.S. Army Materiel Command Natick Contracting Division, has a requirement for a quantity of 10,000, commercial-off-the-shelf, Rubber Bands, NSN: 7510-01-459-5471, FSMC: 7510. The Government intends to utilize best value source selection procedures. This acquisition will be solicited and awarded on a firm-fixed-price basis. The general characteristics and item description are: The Rubber bands shall be compounded from natural rubber, synthetic rubber (SBR), or synthetic natural rubber (polyisoprene), or any mixture of the three. The unit weight shall be 0.113kg (1/4lb.) or 0.454kg (1lb.), as specified in the contract or order. The number of rubber bands per pound for each size band shall be as specified in Table 1 and tested in accordance with ASTM D412. The inside length shall be as specified in Table 1, when tested in accordance with Section 3. The rubber bands shall meet the requirements specified in Table II. The rubber bands shall have no objectionable odor. The rubber bands shall be free from ragged and nicked edges and other defects, which may affect the appearance or might affect service ability. The vendor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph 23.403 of the Federal Acquisition Regulation (FAR). All deliveries of the 10,000 Rubber bands shall be F.O.B. Destination with shipment to New Cumberland, PA. The quantity of 10,000 is required to be delivered within 120 days after award of a purchase order. The best value source selection will be based on the quoter's proposed price and past performance in that order of importance. Pricing shall be filled in on the Request for Quotation DAAD15-00-T-0002 (CLIN 0001AA). Quoters shall also submit a one-page past performance sheet listing at least three recent (past two years) references for the same or a similar item. The past performance sheet must contain the name and address of each company or government agency, a point of contact for each, a current telephone and fax number, and a description of the quantity and dollar value of the purchase order/contract. This Procurement is Full and Open competition, however, the Government reserves the right to set aside these requirements for Small Business based on upon response to the Request For Quote (RFQ). The Standard Industrial Classification is 3069 and the size standard is 500 employees. The Request for Quotation (RFQ), a Commercial Item Description, NO. A-A-131B and Drawings, P/N 11-1-4027-1(for interface and reference purposes only) will be posted on the Natick Acquisition Center's web site: http://www3.natick.army.mil on or about 28 October 1999.
