Frankel, 703-767-8527 17 The Defense Energy Support Center intends to negotiate on a sole source basis with Usibelli Coal Mine, Inc. for the procurement of an estimated total quantity of 496,000 tons of sub-bituminous coal to extend the current contract for two years for delivery to Eielson AFB and Clear AS located near Fairbanks, AK. This extension period through May 31, 2002 is the same as the established delivery period for Ft. Wainwright, AK on the contract. Coal specifications (as received) guaranteed on a monthly average basis are: 4" X "; moisture maximum 27.0% (per shipment maximum 27.0%); BTU minimum 7900 (per shipment minimum 7500); ash maximum 9.0% (per shipment maximum 13.0%); sulfur maximum 0.37% (per shipment maximum 0.37%), maximum 15.0% passing through " screen (per shipment maximum 20.0%. Continuous rail delivery with two or more deliveries each week to each location throughout the performance period is required. DESC source research indicates that Usibelli Coal is the only vendor capable of meeting the requirements. This notice of intent is not a request for competitive proposals. However any firm believing itself capable of meeting the requirements may submit documentation to demonstrate its potential of doing so within fifteen (15) days after the date that this synopsis is posted electronically. Documentation must include mine name, seam and location, chemical analysis of coal and proposed routing schedule from mine to final destination. Otherwise the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Responses received as a result of this Notice of Intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
