The Air Force Office of Scientific Research (AFOSR) intends to award
a sole source contract with the National Research Council (NRC) of the
National Academies, Washington, DC 20418, to perform the Air Force
Summer Faculty Fellowship Program (SFFP). The objectives of the program
are to: (1) stimulate professional relationships among SFFP fellows and
the scientists and engineers in AFRL Technical Directorates and other
Air Force research facilities, (2) enhance the research interests and
capabilities of faculty (both new and experienced researchers) in the
US academic community, (3) elevate the awareness of the US academic
community of Air Force research needs and foster continued research at
SFFP fellows' institutions, (4) provide the faculty fellows
opportunities to perform high-quality and meaningful mentor-based
research at AFRL Technical Directorates and other Air Force research
facilities, and (5) provide nationally accredited mentoring of academic
researchers at Air Force research facilities. During the summer, the
faculty, under the mentorship of AF researchers, will conduct research
at Air Force research facilities for a period of ten (10) to fourteen
(14) weeks. AFOSR intends to award between twenty-five (25) to one
hundred (100) awards per year with awards restricted to faculty members
with PhDs in science or engineering and who are U.S. citizens or
permanent residents. To meet the program objectives outlined above, the
contractor must provide the following research support: (1) have the
capability to attract and select the most outstanding researchers who
hold doctoral degrees, on a nationwide basis, (2) assemble study panels
of nationally recognized experts to evaluate candidates' applications
(Panel experts shall be recognized authorities with scholarly
credentials and previous experience in research related to the areas of
interest to the Air Force), (3) provide an established, accredited
mentor program with national recognition, at Air Force research
facilities for the SFFP fellows, (4) know the research interests of Air
Force research facilities to provide high-quality faculty research
opportunities in these technical areas, and (5) have a nationally
recognized stature in science and engineering equivalent to the NRC.
The offeror must also provide administrative functions such as
advertising the SFFP; receive and organize applications; obtain
coordination and approval from AFOSR for those applicants that passed
the review process; notify applicants regarding the outcome of the
selection process; administer the awards, including payment of stipends
and allowances to fellowship recipients (using Electronic Funds
Transfer); store and maintain records, and establish and maintain a
SFFP database. Unless adequate alternative sources are found to meet
the qualifications above and who are capable of meeting the
requirement, the Air Force will issue a non-competitive solicitation to
the National Research Council of the National Academies. Prospective
alternative sources must submit evidence substantiating that each of
