Officer, dknepper@doeal.gov. The Department of Energy, Albuquerque
Operations Office (DOE-AL), has a need for developing small residential
energy systems using reformer/proton exchange membrane/battery
technologies. The DOE-AL is looking for an integrated fuel cell energy
system capable of producing 4-5kw of grid quality power using
auto-thermal reformation technologies. The contractor shall be required
to deliver a prototype system that will be used as a measure of merit
for the project. The contractor shall supply the reformation, the
PEMFC/power conditioning technology, balance of plant, all appropriate
support systems and the ability to provide heat to the building as a
single fully integrated and automated package. The unit should be a
pre-commercial prototype b test unit ready for field-testing. The
prototype shall be tested and qualified by University of Alaska and
Sandia National Laboratory personnel prior to demonstration at a remote
location within the state of Alaska. The prototype system is to operate
on hydrogen from diesel reformulated fuel for remote arctic conditions
that exist in Alaskan villages. The contract type will be cost sharing
arrangement as this program is considered a "demonstration" and
requires a 50% cost share on behalf of the contractor. The project will
involve teaming with Sandia Livermore Laboratory and the University Of
Alaska. Further details are provided in the solicitation package.
Because of the time constraints involved with the testing of the units
during the winter months in Alaska, contract is expected to be awarded
no later than January 2000. DOE-AL intends to award a contract under
full and open competition that represents the best value to the
government. Oral proposals will be solicited. All interested parties
