Laboratory has a requirement for technical and engineering support
services to accomplish the sustaining engineering required for the
continued development and maintenance of space systems. The contractor
shall provide the personnel, supplies, materials, equipment and
administration necessary to furnish the engineering support required to
develop, document, maintain, and enhance NRL space systems/subsystems,
communication systems, tracking systems, and other related equipment
and systems. The primary objective of the contractor shall be to
provide space system engineering and technical services that include
(i) providing conceptual design of spaceflight structures, mechanisms,
subassemblies, and Aerospace Ground Equipment (AGE), (ii) providing
space vehicle prototype, fabricating, assembling, and processing
services; (iii) developing, testing, maintaining space vehicle
propulsion systems, attitude control systems (ACS), and thermal control
systems (TCS); (iv) supporting design verification and environmental
testing activities; and (v) designing and integrating electromechanical
interfaces between NRL space vehicles and various launch vehicles
(manned and unmanned). The contractor's secondary objective shall be to
provide mechanical and electromechanical design, development,
fabrication, assembly, test integration, inspection, and maintenance
support services for all new and modified space system structures,
mechanisms and subassemblies. This requirement will be issued
unrestricted with a SIC code of 8731 and a small business size standard
of 1000 employees. It is anticipated that a Cost Plus Fixed Fee Term
type contract will be issued as a result of the solicitation. The base
period of performance is anticipated to be for three (3) years with
two (2) one-year options. The solicitation will close 30 days after the
solicitation issuance date. Numbered Note 26 applies. The NRL uses
