National Highway Traffic Safety Administration (NHTSA) is responsible
for issuing Federal Motor Vehicle Safety Standards (FMVSS) for
passenger cars, trucks, and multi-purpose vehicles. A number of these
safety standards are currently in effect. These existing standards may
be reviewed or modified or new standards implemented in the future.
The Office of Vehicle Safety Standards (OVSS), Engineering Systems
Staff (ESS), requires extensive technical analysis and fundamental
research support since these FMVSS changes or implementations could
have significant effect on the consumer, on the vehicle, and on the
interaction of vehicle systems. These changes also effect the
manufacturing process, the manufacturer, and the material or component
suppliers. The primary purpose of this procurement will be to provide
the ESS with cost and lead time analysis of the effects on the
implementation of FMVSS's on manufacturers and suppliers. In addition,
the contractor may be required to perform engineering, weight, and
economic analysis as well as provide data collection to assist ESS in
completing comprehensive cost, weight, and lead time studies. Typical
tasks may include: vehicle systems analysis, analysis of effects on
manufacturers and suppliers; motor vehicle tear down cost, weight, and
lead time analysis. Cost estimates may include life-cycle costs for
the consumer. An Indefinite Quantity, Time and Materials type of
contract will be awarded. Multiple contracts may be awarded. It is
anticipated that the proposed contract will be for a period of five
years. The solicitation will be mailed to those organizations
responding in writing to this announcement. Anticipated issue date is
