The Fleet & Industrial Supply Center Norfolk Detachment Philadelphia; on behalf of the Fleet Technical Support Center, Atlantic; intends to acquire engineering, analytical, logisitics, and technical support services for submarine undersea warfare and electronic systems and equipment. The proposed procurement is for a base period beginning 1 October 2000, through 30 September 2001; plus four one-year options. The total estimated level of effort for the base period and each of the option years is approximately 230,000 man hours. It is intended to award a Cost Plus Fixed Fee (CPFF) type contract based on best value to the Government. Technical submissions will include the use of written proposals and oral presentations and will be based on the following factors: Technical Approach, Personnel Resources, Corporate Experience, Past Performance, and Management Approach. The Government intends to make a single award to the eligible, responsible offeror, whos! e offer, conforming to the solicitation, is determined to be most advantageous to the Government, cost/price and other factors considered.
