Commission (FTC)is conducting an investigation into enforcement of
self-regulatory ratings systems applying to certain categories of
products. The FTC wishes to determine, by means of mystery shopper
surveys, whether teenagers are able to purchase these age-restricted
products. The FTC is soliciting a contractor to conduct the mystery
shopper survey. The mystery shopper survey would involve visits to
1200-1600 stores nationwide. The surveys must be completed no later
than three months after contract award. It is anticipated that the
closing date for receipt of proposals will be November 24, 1999. This
requirement is being solicited under Simplified Acquisition Procedures,
FAR Part 13. Only written or facsimile requests for a solicitation
