following information, which is contained in Modification 01 on EPS,
is being reposted to now reflect a posting in the Commerce Business
Daily: TO MEET OMB A-76 FEDERAL ACQUISITION REGULATION (FAR)
REQUIREMENTS THIS IS THE THIRD SYNOPSIS: Provide all personnel,
equipment, tools and materials, supervision, and other items and
services necessary to perform Support Services for Wargaming and
Doctrine Education (SSWADE) at Maxwell AFB, ALABAMA. SSWADE will
consist of, but not limited to, the following areas: a) Public Affairs:
educating leadership on how to communicate effectively with the general
public through mass communications using public affairs techniques
during crisis and non-crisis; b) Wargaming: Planning, designing,
executing and evaluating wargames for domestic and international
customers; maintaining competency in a broad spectrum of DoD models
extending from specialized functional tools to campaign level models;
conducting research and analysis in support of wargame design and
execution; developing and maintaining operational databases; designing,
developing, testing, and maintaining advanced software wargame models
using state-of-the-art software engineering processes, methodologies,
and tools; setting up and configuring computer and other technical
support for a dynamic wargame environment; providing a wide spectrum of
information technology services, such as computer maintenance, systems
lifecycle management, systems administration, network engineering and
operations, security management; providing facility security
management. Support requirements cover the complete range of wargame
activities, from game design through post execution reporting; c)
Intelligence _ developing and maintaining curriculum, conducting
platform instruction, providing subject matter expertise for all
intelligence education support for AU; including intelligence,
surveillance, and reconnaissance systems, the five doctrinal
intelligence functions, collections management, the intelligence cycle,
and supporting case studies. Also, developing and helping execute
scenarios, threat assessments, and databases in support of wargaming.
Conducting research on opposing force (OPFOR) doctrine, strategy,
weapons systems, and threat order of battle for databases. Serving as
OPFOR or intelligence controller during wargame execution; d) Airpower
Research _ Designing, implementing, and maintaining databases of AU
student research; receiving abstract submissions, editing content, and
posting to Web database; collecting information and historical data
from various institutional archives and libraries; analyzing collected
data; writing scholarly reports on specific aerospace power topics,
both historical and current; and assisting resident analysts in
research, writing, and editing work as required and e) Curriculum
Development and Instruction -- platform instruction, seminar
instruction and facilitation, curriculum and courseware development,
distance learning materials development, production and implementation;
development, administration, and grading of student evaluations
concerning doctrine education; and student quota management concerning,
the deliberate, crisis-action, campaign phases of war planning, and
information warfare applications. This requirement will include a base
year and four one-year option periods. Competitive negotiated Source
Selection procedures are contemplated in this acquisition with the
following evaluation factors for award, in no special order of
importance: Mission Capability, Price or Cost, Past Performance and
Proposal Risk. This will be a fixed-price/cost reimbursement type
contract. A draft Request for Proposal (DRFP) is tentatively scheduled
for release no later than 25 October 1999. This is a 100% set-aside
for small business concerns. The Standard Industrial Code (SIC) will be
7373. To qualify for a small business concern, annual average gross
revenues of the concern taken for the last three complete fiscal years
cannot exceed $18 million. All requests from interested parties should
reference RFP No. F01600-00-R0007 and contain the following
information: a) name, address, telephone and fax number, point of
contact and an E-mail address; b) business size (whether you are a
large or small business concern based on the size standard mentioned
above); and c) if a small business concern, please specify type i.e.,
Historically Underutilized Business Zone (HUBZone) 8a or small
business, small disadvantage business, 8(a) or woman-owned small
business. Telephone requests for the request for proposal (RFP) will
not be accepted. Only written responses will be considered. Faxed
