GROUP ON ELECTRON DEVICES & THE DEFENSE S&T RELIANCE POC Robin Stoltz,

Officer, 301-394-3438 Sources are sought for a three-year effort for
technical (scientific and economic) assessment of government,
industrial and academic programs related to the specific field of
electronics to include management/administrative advice and assistance
in support of the Department of Defense (DoD) Advisory Group on
Electron Devices (AGED); the AGED Executive Director; and the Defense
S&T Reliance to include the Defense Technology Area Plan (DTAP) Panels;
the Technology Area Review and Assessment (TARA) Team for Electronics;
and the related Technology Panel for Electron Devices (TPED). The
function of AGED is to provide technical assessment and advice to
assist DoD, the Military Departments, and NASA in planning and
directing adequate and economical electron device research and
development programs. The AGED and its three working groups are
composed of Government employees and DoD consultants from industry and
academia. The Defense S&T Reliance coordinates and manages Tri-Service
sponsored work in microelectronics, RF components, electro-optical
devices, electronic materials and electronic integration technology to
include energy storage, generation and distribution. The Defense S&T
Reliance requires close coordination with AGED. Sources are sought to
provide AGED with staffing services, facilities to perform assessments,
functions and more specifically tasks associated with DoD Instruction
5129.39. This shall include but is not limited to the following: 1)
Providing technical information and advice to OSD and DoD personnel on
topics related to electron devices; 2) Critiquing technical material
prepared by DoD officials on topics related to electron devices; 3)
Assessing the technical content and relevance of material prepared by
DoD officials for the AGED and Electronics Technical Area Review and
Assessment (TARA) team for the yearly TARA reviews; 4) Providing
written and verbal information on DARPA and Services' technical
projects undertaken over the last 20 years in the field of electron
devices; 5)Identifying and compiling a list of DoD's highest priority
electron devices S&T programs; 6) Providing assessments of
state-of-the-art electron device programs; 7) Assisting AGED/TPED
members in developing plans and presentation material for the effective
transitioning of promising electron device R&D results to processes and
products useful for DOD system applications; 8) Preparing draft AGED
annual report on technical accomplishments and AGED Special Technical
Area Reviews; 9) Performing, documenting and presenting summaries of
literature searches every two months of articles in scientific journals
and trade press on topics relevant to the work of the AGED, DoD budget,
and service related electron device programs; 10) Reviewing the Program
Element Descriptive Summaries of all Program Elements containing
electron device related 6.2 and 6.3 funding and preparing a summary of
the funding and technical tasks associated with each of these
programs; 11) Assisting TPED members in preparing technology roadmaps
for each electron device related technical area; 12) Preparing succinct
summaries of technical/programmatic reports related to DoD electron
device programs; 13) Preparing draft Terms of Reference, writing
portions of and editing reports for AGED conducted Special Technical
Area Reviews (STARS) on subjects related to electron devices; 14)
Preparing draft technical presentation material and written reports on
electron device topics; and 15) Creating and maintaining World Wide
Web sites for dissemination of TPED and AGED information. The
contractor's management structure shall be capable of responding to the
flexible nature of the requirements of DoD Instruction 5129.39.
Contractor support personnel assigned to the AGED Main Group, to each
of the AGED Working Groups, to the TPED Working Group; and to the
Defense S&T Reliance must be familiar with electron device research and
development programs in order to provide the required support services.
The contractor is responsible for a wide range of documentation that
comprises a normal part of the day-to-day functions of AGED and the
Defense S&T Reliance. The contractor shall plan for meetings and
support the topics to be discussed or presented at these meetings based
on the input from the services and other government agencies. The
contractor shall document the meetings of the AGED Working Groups, AGED
Main Group, TPED and Defense S&T Reliance. The contractor will be
required to hold a SECRET CLEARANCE in order to prepare and process
agendas and reports, review and assess documents and conduct meetings.
The contractor will be required to organize, administer, and document
the AGED Special Technical Area Review (STAR) meetings. The contractor
must be available to accomplish each of the tasks and to provide the
degree of technical knowledge to respond to the changing nature of this
program. The contractor shall annually review the progress of on-going
or completed programs and support planning for future long-range
electron device research and development efforts. The contractor shall
be responsible for the dissemination of information to each of the
AGED Working Groups; the AGED Main Group; and the TPED and Defense S&T
Reliance, to include electronic communications as appropriate. The
contractor shall conduct special surveys as requested by the AGED
Executive Director and Defense S&T Reliance. The contractor will be
required to plan meetings that will be held within 25 miles of
Arlington, VA, and shall maintain facilities that are easily accessible
via the metro. In the event that an issue arises that cannot suffer a
delayed response, the contractor will be required to conduct a poll to
coordinate participant comments/votes on specific program/problems.
This sources sought synopsis is for informational purposes only and is
not considered to be a commitment by the Government. The Government
does not intend to make any awards on the basis of this notification or
otherwise to pay for any information submitted. Interested/capable
sources are requested to submit within fifteen (15) days from
publication of this notice capability statements to include:
contractor's knowledge of industrial and government electron devices
research and development programs; listing of previous and on-going
technology assessments in the field of electronics; understanding of
the services and functions described as items one through fifteen
above; evidence of a management structure to support the services and
functions described above; experience of personnel in advising and
assisting focused groups such as AGED; World Wide Web addresses of web
sites created and maintained; and the location and description of
facility. No additional information is expected to be made available
during the 15-day sources sought period for submission of capability
statements. Capability statements may not be submitted by fax or
