Furnish all labor, materials, equipment, personnel, and supervision required to provide snow removal and apply salt and sand to assure safe movement of vehicles and pedestrians on and around the facilities located at the Newport Test Sites in the Town of Newport, NY; to include all road networks, hardstands, sidewalks, parking areas, and other walking areas as required, to eliminate hazardous driving and walking conditions from 01 Nov 1999- 31 May 2000 Winter season. Also to remove the applied sand from the aforementioned areas not later than 31 May 00. Award will be made on or about 01 Nov 99. It is the intent of the Government to make a sole source award to the Town of Newport Highway Department, P.O. Box 519, Newport, NY 13146. Justification supporting sole source acquisition is the physical location of the Test Sites. Quotations are due at 2:30 PM on 01 Nov 1999. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, E.J. Rena, 315-330-7518. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Branch, at 315-330-7746. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
