This is a notice of intent to award under sole source provisions for the following: Privatization of the Government Owned Electrical Distribution System at the US Army Soldier Systems Command, located in Natick, Massachusetts. The potential privatization action will transfer to the private sector the responsibility for the ownership, operation and maintenance and repair of the Government owned utility system. Compliance with all applicable State and Federal laws and regulations is required. Massachusetts State regulations limit the provision of electrical distribution services at the US Army Soldier Systems Command to Boston Edison Company. No other person shall provide distribution service within Boston Edison Company's territory without the written consent of Boston Edison Company which shall be filed with the Massachusetts Department of Telecommunications and Energy and the clerk of the municipality so affected. INSTALLATION AND UTILITY SYSTEMS DESCRIPTIONS: Location: U.S. Army Soldier Systems Command, Natick Massachusetts 01760-5026. The electrical distribution system is described as follows: a. Electrical Distribution System: -- Electrical power is currently being supplied to the Army Installation by the Boston Edison Company -- Overhead Electrical Lines (5,242 Linear Feet) -- Underground Distribution Lines (17,130 Linear Feet) -- Substation Facilities (13.8 kV) -- Pad/Pole mounted transformers, services, streetlights, and exterior lighting.
