The Air Armament Center (AAC) is pursuing conversion of a portion of its Combined Customer Service function to a contract activity based on an OMB Circular A-76 study. It is anticipated that Two-Step Sealed Bidding will be utilized. AAC contemplates release of a solicitation within the next 6 months. THIS IS ONLY AN ESTIMATED DATE. The functions under study include the following: a) Education and Training Flight Operations Section; b) Military Personnel Customer Service; and c) The Arts and Crafts Store. The proposed service Standard Industrial Classification Code (SIC Code) for this acquisition is 8744 ($5 million). This action is under 100% small-business set-aside. The number of funded authorizations performing the services currently are: 39 military and 12 civilians. These numbers may decrease slightly. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer or Contract Specialist identified above.
