UTILIZING FULL AND OPEN COMPETITIVE PROCEDURES. One of the
international goals under the Agency's strategic plan is to "increase
the application of cleaner and more cost-effective practices and
technologies in the U.S. and abroad through international cooperation."
Based on EPA's experience, one way of achieving this goal is by
developing and delivering environmental training courses and other
technical assistance projects related to Pollution Prevention and
Energy Efficiency. Part of the mission of the Office of International
Activities (OIA) at the EPA is to "enlist the cooperation of other
nations in solving environmental problems of concern to the United
States work closely with other EPA Headquarters and Regional offices
and manage the Agency's international technology diffusion and
technical assistance programs." This effort will support the diffusion
of international technologies and techniques in the areas of clean
production, pollution prevention, environmental monitoring, and public
communication. The purpose of this procurement is to make revisions to
and facilitate the "Principles of Pollution Prevention and Clean
Production" training course; develop and implement portions of the
Industrial Pollution Prevention and Energy Efficiency project; and, to
develop and implement portions of the Pollution Prevention and Clean
Production Cross-Border project. Statement of Work: Tasks and
Deliverables EPA Project Officer (PO) will review all deliverables in
draft form and provide revisions and/or comments to the contractor. The
contractors shall prepare the final deliverables incorporating the PO's
comments. Task #1 International "Principles of Pollution Prevention and
Clean Production" Training Course The purpose of this task is the
coordinate the international presentation of the draft materials of the
"Principles of Pollution Prevention and Clean Production" training
courses and to revise the course materials based on these experiences.
The contractor will travel internationally with an EPA team to
evaluate the course materials, course presentation, and course format
through facilitation. When the revisions are complete, the final course
materials, including the Facilitator's and Participant's manuals, will
be prepared in a format ready for publication and reproduction.
Deliverables and schedule under Task 1: 1a. Draft P2 Course Materials-
The Contractor shall submit a draft course Participants' manual and a
draft course Facilitator's manual within 45 calender days of the final
test delivery of the course. 1b. Final P2 Course Materials- The
Contractor shall submit a final, reproduction-ready version of the
course Participants' manual and Facilitator's manual within 30 calender
days of the receipt of final comments by EPA reviewers of the draft
materials. 1c. P2 Course Delivery- The Contractor shall coordinate
international training courses as needed in order to evaluate the
course. Task #2 Industrial Pollution Prevention and Energy Efficiency
(P2/E2) project Thepurpose of this task is to develop and implement
portions of the Industrial Pollution Prevention and Energy Efficiency
(P2/E2) project as agreed upon with China SEPA. As part of this task,
the contractor will research and recommend sectors to develop
public-private partnerships between China and the U.S. in order to
promote and integrate pollution prevention. Also, the Contractor will
facilitate the development of these partnerships, including setting up
and participating in relevant meetings and conferences, coordinating
travel planning meetings to China and the U.S., and creating planning
documents and project plans. Deliverables and schedule under Task 2:
2a. P2/E2 Sector Recommendations- The Contractor will research and
recommend sectors to develop public-private partnerships between China
and the U.S. in order to promote and integrate pollution prevention
within 3 months of contract award. 2b. Facilitate P2/E2 Partnerships-
The Contractor will facilitate the partnerships agreed upon by EPA
through appropriate means. Task #3 Pollution Prevention and Clean
Production Cross-Border Project The contractor shall develop and assist
implementation of portions of the Pollution Prevention and Clean
Production Cross-Border project. This includes working with Mexico and
other central and south American countries in order to promote their
implementation of pollution prevention and clean production
technologies. Deliverables and schedule under Task 3: 3a. Develop Cross
Border Projects -- The Contractor will develop and assist
implementation of pollution prevention and clean production projects
related to EPA's cross-border work Task #4 Environmental Monitoring and
Pollution Awareness and Prevention Pilot Projects The purpose of this
task is to determine how environmental monitoring and public
communication can assist in large-scale pollution prevention and
increase the awareness of the impact of pollution mobility. The
contractor shall develop the concepts of a joint pilot project between
EPA and UNEP/GRID SiouxFalls. The project will relate to how global
data supplied by UNEP/GRID Sioux Falls combined with EPA monitoring
data could be used by decision makers and the public to become aware of
and prevent wide-spread pollution that impacts the U.S. Deliverables
and schedule under Task 4: 4a. Develop Global Awareness Pilot Project
-- The Contractor will develop and scope a pilot project using remote
and ground based data within 3 months of the contract award date. Task
#5 Dioxin Clean Production Pilot Communication Project The purpose of
this task is to determine how cleaner production and increased
monitoring in facilities that create air dioxin emissions could help
generate greater public acceptance of these industries. This would be
accomplished through participation in the implementation of the
communication portion of an EMPACT real-time dioxin project. This
project seeks to develop and test an on-line dioxin monitor that will
help facilities such as incinerators optimize and prevent pollution, as
well ascommunicate information about the facility to the public. The
contractor shall assist development of the applicable communication and
prevention uses of this real-time data both domestically and
internationally. Deliverables and schedule under Task 5: 5a.
Participate in Real-time Dioxin Prevention and Communication -- The
Contractor will assist in the development of the real-time dioxin
monitoring communication program and its use in facility clean
production. Evaluation Criteria: (1) specific experience in
International Pollution Prevention issues; (2) the contractor's
proposal shall outline and describe the technical approach, resources,
timeline and due dates for deliverables, a detailed cost estimate by
task, and a staffing plan (3) specific experience in facilitating
multi-party, problem-solving pollution prevention processes; (4)
experience in developing pollution prevention and clean production
train-the-trainer course materials; (5) demonstrated ability to conduct
an objective evaluation of projects; (6) experience in coordinating
with EPA regional and program office staff; (7) thoroughness and
innovativeness in addressing the objectives of this announcement; (8)
ability to complete the proposed work. Summary of deliverables: 1a.

and Communication Progress will be evaluated based on the completion
of the development of the Principles of Pollution Prevention and Clean
Production course, and the assistance and development of the other
