Perform maintenance dredging in Navigation Channels along the Gulf
Coast of Mississippi, Alabama, and Northwest Florida. The primary work
location is intended to be Mobile Harbor; however, work at Pensacola
Harbor, Gulfport Harbor, Pascagoula Harbor, and Panama City Harbor are
also possible. Work at project other than Mobile Harbor is to address
short-term urgent and compelling needs that do not warrant a separate
contract. All work will occur only as directed by the Contracting
Officer's Representative (COR). Rental of Dredge: work to be performed
under this portion of the contract will consist of the removal and
satisfactory disposal of all material lying above the plane of 52 feet
(or as directed by the COR), MLLW, over the bottom widths (full and/or
partial) and applicable side slopes, at specific work location(s) all
within the specified dredging limits of this contract. Rental Dredge
Plant: The work to be performed under this contract consists of
furnishing and operating a Hopper Dredge with pumpdischarge of not less
than 24-inch diameter nor more than 33.5-inch diameter complete with
all necessary materials, supplies, labor, and transportation including
fuel, power and water for excavation operations as specified in the
above paragraph. General excavation limits include the entire Mobile
Harbor project; however, specifications will be as directed by the
Government within the total contract limits. Dates for availability of
documents and receipt of bids will be established by issuance of an
amendment to this solicitation. Estimated cost of work is between
$5,000,000 and $10,000,000. Requests for plans and specifications shall
indicate in writing whether firm will bid as a prime contractor or a
subcontractor. Unrestricted. All responsible sources may submit a bid,
which shall be considered. Bidders, subcontractors and Dodge/Plan
Rooms are required to self-register their firm or office on the
Internet to receive one CD-ROM. Registration instructions are available
on the Internet at http://www.sam.usace.army.mil/sam/ct. Neither
telephonic, mailed, nor fax requests will be accepted. Those
registering are responsible for the accuracy of the information on the
mailing list. Registration must include the firm's physical address,
telephone, a valid fax number and a point of contact. Registration
should be completed one week prior to the issue date. All notifications
of changes to this solicitation shall be made through the Internet
only. It is therefore the contractors responsibility to check the
Internet address listed above daily, for any posted changes to this
solicitation. Actual solicitation amendments will be issued either by
fax, 3.5" diskette or CD-ROM. The plans and specifications will be
issued on Compact Disc (CD-ROM) only and will be provided free of
charge. Plans and specifications will not be provided in a printed
paper format; however, the Government reserves the right to revert to
paper medium when it is determined to be in the Government's best
interest. All bid forms, bid bonds, and other normal documents required
for the bid submittal, including amendments to the bid submittal, shall
be in paper medium. Electronic medium for the bid submittal documents
will not be allowed. For this job, a small business is defined as
having average annual receipts of less than $13,500,000 for the past
three years. EFFECTIVELY IMMEDIATELY: Presolicitation Notices will no
longer be issued by the Mobile District for Projects in the Continental
United States and Puerto Rico. Advertisement of Mobile District
projects will be through the Commerce Business Daily and/or the Mobile
District Contracting Homepage. Detailed information on this and other
