McNeley, Contracting Officer PRESOLICITATION NOTICE TO NOTIFY CONTRACTORS OF A FORTHCOMING SOLICITATION CONSTRUCT 12 INCH WATER LINE EXTENSION FROM K-2 TO THE WEAPONS SURVIVABILITY LABORATORY AT THE NAVAL AIR WEAPONS STATION, CHINA LAKE, CA The contractor will be required to furnish all labor, materials, tools, equipment, and supervision required to construct 12 inch waterline extension from K-2 to the WSL main site and control building 31167, provide service line connection at the K-2 test pad, provide hydrants and valves as indicated, relocate hydrant at the K-2 control buildings, provide work at the AFFF pad as indicated, provide backflow preventers as indicated, and all related work, complete and ready for use including cleanup. Salvage pumps and motors, gate valves, check valve, strainer, motor starters, pressure tank, and electric activated ball valve. Performance time is 120 calendar days. Potential bidders should request IFB N68711-99-B-3390 over the internet at http://www.efdsw.navfac.navy.mil as an Electronic Bid Solicitation (EBS). Plans and specifications will be available approximately 15 days after the Procurement Notice appears in the CBD. No paper copies will be available. The response time required by FAR 5.203 would begin on the date of issuance of the EBS solicitation. EBS solicitation packages may be acquired by registration and download at the Internet EBS Web Site. All prospective offerors must register as plan holders on the EBS Web Site for this project. Plan Centers are also required to register. Plan holders lists will not be mailed or faxed and will only be available at the EBS Web Site. The Official Plan Holders list will be maintained on and can be printed from the EBS Web Site.
