the acquisition of three (3) components which are as follows: Booster,
Demolition Charge: M151, Booster, Demolition Charge:M152 and Booster,
demolition Charge, Practice: Inert, M151. The M151 and the M152 shall
consist of a length of detonating cord sealed at one end and with a
non- electric factory installed non-delay booster (outside diameter of
0.230 inch to 0.241 inch, length of 2.25 inch to 2.35 inch) attached
at the other end with an output equivalent to a number 12 commercial
blasting cap and shall be capable of initiating composition C-4. It
should include a detonating clip or similar device at the sealed end.
It should also include two (2) pentagonal shaped identification tags.
One tag shall be 12 inches from the junction of the booster and its
detonating cord and the other tag shall be three (3) inches from the
sealed end. The length of the detonating cord for the M151 shall be
10.4 feet minus 4 inches and for the M152 shall be 30.4 feet minus 4
inches. The outside diameter of the M151 and M152 shall be 0.125 inches
maximum. The M151 Inert shall physically represent the actual M151.
This training device shall be inert not containing any pyrotechnic or
explosive components and must be re-usable. The inert booster shall
have thru holes such that it is "see thru" from one side to the other
in the final assembly. The government intends to award one contract in
Fiscal Year (FY) 00 with options through FY03. It is anticipated
monthly deliveries starting 30 days after notification from the
Government indicating that the requirements of Verification Testing
(VT) or First Article Testing (FAT) have been satisfied. It is further
anticipated deliveries of VT samples to the Government must be
completed 60 days after award of the contract. A performance
specification will be furnished with this acquisition. At least 20
items each of M152 or commercial equivalent, color optional, in its
commercial packaging will be required with the offeror's proposal.
There will be three (3) one-year options under this contract. The
Government reserves the right to exercise the option quantities up to
and including but not exceeding 200% of option quantities awarded,
multiple times during the exercise period until the 200% is reached.
The following quantities are anticipated. VT samples: 1500 each M151
and 1500 each M152; IM samples: 11 each outerpacks for the M151 and
M152 respectively; FAT samples: 800 each M151 and 800 each M152; Basic
contract -- M151: Low Range is 50,000 to 79,999, Medium Range is
80,000 to 109,999 and High Range is 110,000 to 200,000; M151 Inert: Low
Range is 5,000 to 9,999, Medium Range is 10,000 to 15,999 and the High
Range is 16,000 to 25,000; M152: Low Range is 75,000 to 149,999,
Medium Range is 150,000 to 209,999 and the High Range is 210,000 to
400,000. Please note that the U.S. Army TACOM-ARDEC will entertain a
proposal from a single contractor for a teaming effort by one or more
contractors to complete this effort. A firm fixed price contract is
being contemplated under full and open competition. It is anticipated
that a solicitation will be issued on or about 30 November 1999 and
will be available at the follwing website:
