BUILDING CANDIDATES UNITED STATES NAVAL ACADEMY SAIL TRAINING CRAFT --
The Naval Sea Systems Command seeks information from designers and
particularly, manufacturers of sailing craft and sail boats for
potential future procurements. Companies with sailboats of rugged
construction and proven service, or capable of new sailboat design and
especially production, and meeting the characteristics and
capabilities described below are encouraged to respond. The existing
United States Naval Academy (USNA) Sail Training Craft (STC) is 44 ft.
in length, 12 ft.-5 in. in beam, draws 7 ft.- 3 in. and displaces
about 28,000 lbs (canoe body is 7 ft.- 6 in. deep). The rig measures as
follows: P=50.75 ft., E=16 ft., I=58.5 ft., J=18.58 ft. The hull form,
rig, structure, basic construction and layout of the existing craft
will be retained for the new procurement. The existing hull form
consists of a traditional one-third length fin keel, skeg-hung rudder,
deep bilges, and a reverse counter stern. The other aspects of the
sail training craft will be based on a performance specification. The
USNA STC is not a recreational sail boat. The USNA STC will be used for
professional development and training for USNA midshipmen and should
have capacity for a crew of ten, must be capable of open ocean transit,
and extended motoring with diesel auxiliary. The craft will be raced
under ORC/IMS rating rules. The craft should be provided with a head,
galley, dining area, berthing for five, and ample stowage below and
above decks. The expected service life of the hull, rig, and major
components and fittings will be twenty years. Normal preventative
maintenance, repair and replacement procedures will be employed to
ensure the craft are available for their entire service life. All
elements of construction, joiner work, systems, equipment, and fittings
will be rugged, reliable, and capable of withstanding the effects of
daily, heavy use. All systems, including propulsion, auxiliary, and
electrical, will be designed, selected and installed to meet commercial
standards that reflect the highest quality for the intended use and
service life. An extensive list of Government Furnished Equipment (GFE)
for installation by the contractor will be provided with each boat,
including navigation electronics, communications gear, sails, and
anchoring, docking, and safety gear. Please provide the following with
your response to this announcement: (1) Approximate cost to design 44
ft Sail Training Craft based on the above requirements (2) Approximate
cost to develop and build tooling for production of a 44 ft Sail
Training Craft (3) Approximate cost to manufacture a lead 44 ft STC and
twenty three follow-on craft at the approximate rate of one craft every
two months beginning as early as October, 2001 (FY 2002) (4) A full
description of existing craft or designs that are close in size and
capability to the desired craft (5) A description of your existing
production facilities and how they might be employed for the STC
procurement (6) State whether your business is a small or large
business. All of the cost information will be held in confidentiality,
and will only be used for planning purposes. Please use constant year
2000 dollars. An opportunity to provide formal cost proposals is
contemplated in the future. The response to this request may be in any
form or format, including the company's standard literature. The
information sent will not be returned, nor will compensation be
provided for any response to this announcement. Proprietary information
submitted will be protected when so designated. All information should

Responses are requested by 19 November 1999. Note that requests for
solicitation packages will not be honored, as a solicitation is not
prepared at this time. If warranted a solicitation package may be
developed as a result of the responses received from this announcement.
