richmondcm@mcsc.usmc.mil. The Marine Corps Systems Command
(MARCORSYSCOM) has a requirement for an Omni-Directional Antenna and
High-Power/Low-Noise Amplifier (HPA/LNA) to be used with the AN/PSC-5
HMMWV mounted UHF SATCOM-On-The-Move installation kit (OS-302/U).
Minimum technical requirements for the antenna and HPA/LNA are:
Frequency range: UHF SATCOM RX 243-270 MHz, UHF SATCOM TX 292-318 MHz,
LOS 225-400 MHz. Polarization of the antenna must be SATCOM RHCP, LOS
Vertical. Antenna gain UHF SATCOM: Gain on the order of 4 dBic at the
70 Deg. Conic and shall be optimized to provide SATCOM DAMA links.
Antenna Gain UHF LOS: The antenna gain shall be optimized second to the
UHF SATCOM. Gains on the order of 5 dBil shall be obtained. Band edges
shall be optimized to the extent possible without degrading UHF SATCOM
performance. HPA/LNA: The HPA/LNA must boost the transmit power to
above 75 watts. Weight: shall not exceed 29 pounds. Size: shall not
exceed 25Wx25Lx7H inches, not including the connector or the HPA/LNA.
Configuration: Antenna proper and HPA/LNA need not be packaged
together. However, all components must pass environmental requirements.
The antenna shall operate in environments from 40 degrees to 60 degrees
Centigrade, be submersible to 3 ft for 2 hrs without leakage, be
capable of withstanding Chemical and Biological decontamination, meet
normal vibration requirements for the HMMWV. In addition, the antenna
and HPA/LNA must be Joint Integrated Test Center (JITC) approved and
certified for MIL Stds 188-181, 188-182 and 188-183 at the time of
proposal submittal. The certification requirement is in accordance with
CJCSI 6251.01. Spares/support: The qualified source will act as Depot
for repair of antenna and associated parts/components. A two year
warranty will be included in the proposal. Anticipated method for
tracking failures, to the component level, will be provided in
proposal. A monthly warranty report to the Weapons Systems Manager will
include identification of all failures, to the component level.
MARCORSYSCOM intendsto issue a Firm Fixed Price (FFP) Indefinite
Delivery Indefinite Quantity (IDIQ) contract in January 2000 with
deliveries to commence 120 days thereafter. The period of performance
will commence from date of contract award through 2 years thereafter.
The anticipated IDIQ quantities are 12/Min and 300/Max plus spares.
This procurement will be negotiated on a sole source basis with Ball
Aerospace & Technologies Corp, P.O. Box 1062, Boulder, CO, 80306-1062
in accordance with 10 U.S.C. 2304(c)(1). The Ball Aerospace antenna was
selected by MARCORSYSCOM as the one most responsive to its documented
requirements following exhaustive studies and testing of it, as well as
other available systems, at Naval Surface Warfare Center, Dahlgren, VA.
Ball Aerospace is the only source with the requisite technical
knowledge, expertise, and qualifications necessary to perform this
