NASA/GRC plans to issue a Request for Quotation (RFQ) for Item 1: 1 Ea. 8PSK satellite modem for space internet simulation and emulation activities. High Speed Modem configuration as follows: Full Duplex, Fixed Rate, Interface: Singlemode Optical, Open Network, IF Freq: 140MHZ, Data Rate: 155.52MBPS, Power Dissipation 200W Maximum, Size: 19"W X 20.3"L X 8.75"H. Model No. SDM-155/AFASNO . Item 2: 1 Ea. Manual for SDM-155 Satellite Modem; Model No. MN/SDM155.IOM This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Adaptive Broadband, 3235B Corporate Court, Ellicott City, MD 21042-0000. A Justification to permit contracting for the above items has been prepared using citation 10 U.S.C. 2304 (C)(1) as its authority. This authority is justified in that the equipment above must be electronically, mechanically, software and otherwise compatible with existing Adaptive Broadband communications equipment (SDM-155, 140 Chassis 1652-5, latest revision) already in use by NASA research engineers. Adaptive Broadband is the only known provider of this equipment. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qalifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
