byoung@pn.usbr.gov. The Bureau of Reclamation, Grand Coulee Power
Office, P.O. Box 620, Grand Coulee WA 99133, has a requirement for one
new FOA 276 MVA, 525 kV Grd Wye/303.1kV -- 15 kV delta, single-phase,
transformer with oil and tank-mounted surge arresters and three each
new FOA 236 MVA, 525kV Grd WYE/303.1kV -- 15 kV delta,
single-phase,transformers with oil and tank-mounted surge arresters.
The Contractor shall furnish, assemble, install and field test all four
transformers. This shall include cryogenic dryout, oil processing, bus
work, and connections in accordance with the specifications. The
Contractor shall disconnect and move one each existing single-phase 276
MVA transformer, three each existing single-phase 236 MVA transformers,
four each independently mounted extra-high-voltage surge arresters, and
high voltage bus work. The transformers and equipment being furnished
under this solicitation are required to be installed at the Third
Powerplant transformer deck, at Grand Coulee Dam. Grand Coulee Dam is
located in Okanogan County, Washington, about 90 miles west of Spokane,
Washington. Grand Coulee Dam can be reached via U.S. highway No. 2 and
State Highway No. 174 from Spokane. Award will be best value to the
Government and evaluation will be based on power transformer
experience, past performance and price. The criteria will be further
defined in the solicitation. All sources requesting a copy of this

responding to this synopsis shall submit information relating to
business status, including identification as to whether small,
minority-owned, and/or women-owned. This acquisition will be a full and
open competition. The standard industrial classification code is 3612
and the size standard is 750 employees. All responsible sources may
submit an offer, which will be considered by this agency. The due date
