Technologies (OPT) of the Department of Energy (DOE) Office of Energy
Efficiency and Renewable Energy (EERE) is supporting the issuance of
this Supplemental Announcement to the EERE Broad Based Solicitation for
Submission of Financial Assistance Applications Involving Research,
Development and Demonstration, DE-PS36-00GO10482. The Broad Based
Solicitation contains information that must be used in conjunction with
this Supplemental Announcement when applying for an award. Thus, in
order to prepare a complete application, it is mandatory to comply with
the requirements of the overall Broad Based Solicitation document,
DE-PS36-00GO10482 (found on the Golden Field Office Home Page at
http://www.eren.doe.gov/golden/solicitations.html) as well as the
requirements of this Supplemental Announcement 01 document. Under this
Supplemental Announcement, DOE is seeking research and development
(R&D) proposals that can advance hydrogen production, storage, and
utilization technologies. It is anticipated that projects may be
selected for Phase I awards with a possible continuation into Phase II.
DOE is proposing to undertake this effort under the Hydrogen Future Act
of 1996, Public Law 104-271. This solicitation is for Phase I Financial
Assistance Applications, and the Statement of Work (SOW) and budget
information requested under this Supplemental Announcement should only
address Phase I. The objective of Phase I is to develop detailed R&D
plans to validate the proposed hydrogen concept, along with necessary
preliminary R&D and the development of other supporting documentation.
Awards for Phase I, if any, will result from a merit review process
applied to the Phase I applications. Phase I will consist of activities
leading to a detailed research and development plan with definitive
milestones (i.e., a roadmap) and a proposed budget for Phase II. Phase
I supporting activities and documentation may include preliminary R&D,
analysis, and scoping studies to verify the proposed concept and
identify how the project goals, schedule, etc., will be met. The Phase
I deliverable to DOE will be a final report that includes the detailed
