This is a Market Survey for a proposed contractual effort for the incorporation of inspection and testing services of 200 backflow prevention deveices on a quarterly basis to the current Water/Wastewater Plant contract at Picatinny Arsenal, New Jersey. Resulting reports of the inspection and testing shall be sent to the State of New Jersey. Inspection and testing procedures for backflow prevention devices are outlined in New Jersey Administrative Code (NJAC) 7:10-10.6 and shall be followed accordingly. NJAC 7:10-10.6(b) requires that the inspection and testing shall be conducted by: (1) an authorized representative of the owner of the facility where the backflow prevention device is installed; or, (2) in the presence of an autorized representative of the administrative authority and/or the supplier of water; or (3) by a certified tester who holds a valid backflow prevention device tester certificate issued by a certifying agency approved by the Department pursuant to NJAC 7:10-10.8. The NJAC 7:10-10.6 further requires the owner of the facility select certified testers from the most current list of certified testers supplied by the certifying agency to the Department pursuant to NJAC 7:10-10.8(f). The proposed effort has a projected award of 2nd Quarter FY00 and a period of performance of 2 cycles during the last months of the contract 3rd Option year, whichends on 27 Feb 00, and 4 cycles during the 4th Option Year, from 28 Feb 00 through 27 Feb 01.
