intends to enter into negotiations on a non-competitive basis with
Lockheed Martin Information Systems, Orlando, FL for maintenance
services for government owned Consolidated Automated Support System
(CASS) testers. This procurement will be conducted using the prices,
terms and conditions of the CASS Consolidated Service Pool (CSP) Basic
Agreement, N68335-00-H-0103, with Lockheed Martin Information Systems.
The requirement is for maintenance service for approximately 270 Fleet
CASS testers located at various Aviation Intermediate Maintenance
Depots (AIMDs) Ashore and Afloat, Navy Training Sites and Marine
Airwings. Period of performance shall be 1 December 1999 through 30
November 2000. An option period of performance shall be included from
1 December 2000 through 30 November 2001 for approximately 340 Fleet
CASS testers. The government intends to procure these services under
the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does
not own data, drawings, software code or other specifications to permit
full and open competition. All responsible sources are encouraged to
submit a proposal which may be used by the government in determining
whether or not to conduct a competitive procurement. Responses should
reference N68335-00-R-0159. A determination by the government not to
open the requirement to competition based upon the responses to this
notice is solely within the discretion of the government. The Navy
anticipates a firm fixed-price contract. No solicitation will be
