Alford, Bowie, MD, for Document Examination services. The SIC is 7389 and the size standard is $5.0 million. This is a fixed labor hour rate action. Service will begin from placement of this order through September 30, 2000 on an as-needed basis. Services shall include: 1) Questioned document analysis using Secret Service established protocol, as set forth in the Questioned Document Branch manual, 2) Comparison and indentification of handwriting in a timely manner. Based on examination of purchase history, a description of the required work, and other documentation from the requiring office, the Contracting Officer has determined in accordance with FAR 13.106-1(b)(1) that only one source is reasonably available for this acquisition because purchase order history indicates that the cost to familiarize another contractor with the policies, procedures, forensic practices andmethodologies of the U.S. Secret Service Forensic Services Division would not be recovered through competition.
