robert.beckett@langley.af.mil. Headquarters Air Combat Command (HQ
ACC) plans to recompete its Contracted Advisory and Assistance Services
(CAAS) contract to meet its continuing requirement for contracted
support on a world-wide basis within the broad range of advisory and
assistance services. This covers, three major categories of Advisory &
Assistance Services (A&AS): Management and Professional Support
Services; Studies, Analyses, and Evaluations; and Engineering and
Technical. All HQ ACC directorates are considered primary using
activities for this contract effort; however, other organizations and
agencies assigned to directly support HQ ACC may require similar CAAS
services on an as needed basis. Any ACC directorate, or supporting
agency, may order CAAS as long as requirements are within the scope of
the contract. The government will seek to expand the use of this
contract in meeting the advisory and assistance services needs of HQ
ACC and the organizations that support it. The range of available
support will include varied and intensive analyses of technical, cost
and programmatic issues; CAAS will be able to serve as a vehicle to
provide broad technical and analytical tools, to support and improve
policy development, management and administration, and to improve the
operation of systems supporting the ACC mission. In short, CAAS will be
used to complement the Government_s technical expertise in
accomplishing its mission. Information concerning the current contract

government expects to announce the award winners of this source
selection on or about 14 Feb 01 with the resultant contracts taking
effect on or about 1 Apr 01. An Industry Day designed to provide
contractors information on the CAAS program and to obtain industry
feedback is scheduled for November 17, 1999 at the Ramada Inn, 950 J.

Proposal (RFP) on or about 14 June 2000 via the Electronic Posting
System (EPS) Internet site at www.eps.gov. A Draft Statement of Work
(SOW) and Draft RFP will also be issued via the EPS site on or about 10
February 2000. A Preproposal Conference will also be held at a location
to be determined on or about 27 June 2000. Interested offeror's are
responsible for monitoring the EPS web pages for further information
concerning this source selection, including the release of the
solicitation and all subsequent amendments and correspondence related
