COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 26,1999 PSA#2462PATENT LICENSE OPPORTUNITY FOR EOD SMALL MUNITIONS DISRUPTER (SMD)
DESC: The Office of Special Technology, Explosive Ordnance Disposal/Low
Intensity Conflict (EOD/LIC) Program, in cooperation with the Batelle
Memorial Institute, announces the availability of licenses to
manufacture and distribute a Small Caliber Disrupter tool for use by
Military EOD personnel and State and Local Bomb Technicians. The
objective of this license opportunity is to issue license(s) for
manufacture and controlled sales to certfied bomb technicians in
cooperation with the FBI Bomb Data Center and the State Department. It
is the objective of the effort to make the SMDs available at the most
affordable price possible for state and local bomb squads. The SMD
tool is a miniaturized disrupter sized in 9mm caliber with a 4" barrel
length. The device is held by a coiled bead device. The SMD is meant
to disrupt letter bombs, booby traps, suspicious packages, firing
devices, etc. The disrupter can use just the 9mm round as a mechanism,
or it can be plugged to contain water to produce a water jet todisrupt
an IED. The devices have been developed and successfully tested in the
laboratory. A design drawing package is available for evaluation under
non-disclosure agreement. The SMD incorporates a scaled down version of
the device taught in the U.S. Navy Patent #4,957,027 -- Versatile
Nonelectric Disarmer covering EOD devices which utilize a shock tube
firing circuit. Manufacturers will require a license for this patent
from the federal government to produce the device. Batelle also intends
to license its proprietary design as part of this offering. The SMD
will be considered a firearm by the BATF, thus a firearms manufacturing
license will also be required to produce. All government contractor
sales will be confirmed with the Federal government contract manager
prior to release. All domestic and international non-Federal sales will
be coordinated with the FBI Bomb Data Center, and the FBI Bomb Data
Center will maintain a record of all sales. A design review package and
