Toews, Contracting Officer (202) 307-0954 The Federal Bureau of Prisons has a future requirement for natural gas service at a proposed United States Penitentiary (USP) and Federal Prison Camp (FPC)to be located in Preston County, West Virginia. The USP/FPC will house approximately 1500 inmates, warehouse space and other generic institutional elements. The natural gas service is presently estimated to be required by October 1, 2002. Permanent service connection shall be completed by April 1, 2002 for testing purposes. The contractor shall operate and maintain facilities necessary to provide the correctional facilities an estimated annual volume of 50,000 MCF, including transmission and distribution to the burner tip. Actual usage requirements may not be determined until after the first year of full capacity operation. The estimates provided are for the contractors benefit and are not meant as a guarantee of revenue or use. The provider shall deliver the required natural gas service at an estimated maximum of 44,862 cubic feet (cf)/hour(hr) at an estimated 15 psi, to support the design of both the USP and FPC. The provider shall deliver the required natural gas service through a gas regulator(s) and main gas meter(s) of a type to record the quantity of all natural gas consumed by the facilities. The provider shall provide and install the meter at the point of connection which will be shown in the solicitation document. Solicitations will be issued o/a November 22, 1999.
