pursuing the privatization of the U.S. Army-owned Quartermaster Laundry
Facility (includes a Boiler Plant) at Schofield Barracks, Hawaii. This
Market Survey is to identify sources interested in the ownership of
the facility and providing laundry services to the Army on the island
of Oahu. The laundry facility area is 37,000 SF. The boiler plant is
approximately 1,200 SF. The total services/pieces processed Oct98
through May99: Tripler Army Medical Center 692,006, organizational
linen 112,809, over the counter individual pieces 71,370, and
intra-service linen 262. Service turnaround times: (1) hospital laundry
24 hours, (2) organizational laundry 72 hours; (3) intra-service linen
72 hours; and (4) over the counter individual pieces may be 24 or 72
hours. Included under organizational laundry is a daily occurrence of
direct exchange of bedding (bedspreads, pillows, pillowcases, sheets,
and blankets). Equipment consists of 18 dryers (installed 1990-1999),
14 washer/extractors (installed 1986-1999), 30 pants/trouser/shirt
pressers (installed 1986-1999), 3 marking machines (installed 1997), 8
flatwork machines (installed 1987-1998), 4 tying machines (installed
1994-1995), 4 sewing machines (installed 1990-1996), 119 laundry carts,
3 conveyor systems, scale, and other miscellaneous equipment. The
Boiler/Steam System includes: 2 Cleaver-Brooks CB655-350, 350-HP,
150-psi boilers; 3 Aurora 50-gpm feedwater pumps; 1 Pennsylvania, 75-HP
air compressor; 2 Aurora 37-gpm condensate return pumps; 2 Magna Tank
3310-gal hot water generators; one 20,000-gal underground fuel tank
with associated pumps and equipment; miscellaneous pumps, tanks,
distribution lines, return lines, traps, recorders and equipment
associated with a steam plant. The metering for the electrical power is
not working and needs to be redone to meter the power coming in from
two sources. There is no metering for the water/sewer service. A meter
has to be installed for the water, and a percentage of the water
consumption will be billed for the sewer service. Solicitation for
additional business from other military installations on the island of
Oahu is allowed. The contract for laundry services will last for a
period of five years. This Notice is for informational purposes only;
it is not a request for proposals nor should it be construed as a
commitment by the Government. The Government will not pay for any
efforts expended in responding to this "sources sought" announcement.
This Notice is being issued to determine the interest and feasibility
of proceeding with a formal request for proposal in order to minimize
costs to potentially interested sources and the Government. If there is
insufficient, credible interest, it is unlikely that a formal
solicitation will be issued. Interested sources with the technical and
financial capability to operate and maintain the existing
Quartermaster Laundry should respond by providing documentation to
demonstrate their capability to provide the service. The response
should include the following: (1) technical and management services at
Schofield Barracks, expertise/knowledge; (2) any recent and/or current
experience in the operation and maintenance of a laundry facility
similar to the Schofield Barracks systems; (3) financial ability to
operate and maintain the laundry facility and to finance upgrades. The
Government does not intend to issue a conveyance document based on
this announcement, or otherwise pay for the information solicited.
Respondents are required to furnish their documentation to the Fort
Shafter Directorate of Contracting no later than November 26, 1999.
