is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. Solicitation Number
F38610-00-BA003 is issued as a request for quotation. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-13. This solicitation is 100%
set-aside for small business. The Standard Industrial Classification is
3669 and the small business size standard is 750 employees. Contract
award cannot be made to any contractor who is not enrolled in the
Department of Defense Central Contractor Registration (CCR) Program.

Description: Purchase and install of 5 each radio (UHF, 406-433MHz,
12.5KHz bandwidth capable) controlled siren/sound systems, Federal 4016
speaker arrays with the MCPT*R2*A400 (or equivalent); each MCPT*R2*A400
will come with 5 minutes of pre-recorded music and the ability to play
that music at predetermined times throughout the day. Music to program
with will be provided at contract award. Purchase and install of 3 each
system controllers with push to talk microphones, and report back
features and one touch control Federal SS1000-2 (or equivalent). Four
of the system are to be installed. 3 of them will be installed on each
of the base water towers at the 65_ level; the 4th will be installed
on the roof of a building on Charleston AFB; the 5th system will be
left uninstalled as a spare system. Delivery shall be FOB destination
to Charleston AFB SC. Equipment to be installed and operational by no
later than 14 Dec 99. Due to the extraordinary nature of this
requirement, the delivery dates are crucial in that these funds will
expire by 15 Dec 99. The following FAR clauses apply: FAR 52.232-18
Availability of Funds, FAR 52.212-1 Instructions to Offerors-Commercial
Items, and FAR 52.212 Evaluation-Commercial Items. Offers shall be
evaluated based on price competition. A completed copy of the provision
FAR 52.212-3 Offerors Representations and Certifications-Commercial
Items must be completed and submitted with your offer. FAR clauses
52.212-4 and 52.212-5 are incorporated by reference. Offers must be
received at 437 CONS/LGCV, 101 E. Hill Blvd., Charleston AFB SC
