National Oceanic and Atmospheric Administration (NOAA) requires a laser
with the following specifications: Diode-pumped, solid state,
Q-switched laser operating in the mid-visible spectrum (520-540 nm).
The output energy shall be greater than 40 uJ per pulse in a TEM00 mode
and at a pulse repetition frequency (PRF) of 2 kHz. An adjustable PRF
is desirable. The pulse-to-pulse energy variation must be less than 10%
rms. The pulse length shall be on the order of 10 ns with a linewidth
less than 0.1 nm and wavelength stability better than 0.1 nm. The beam
diameter shall be less than 2 mm with a divergence of less than 10
mrad and beam pointing stability of less than 10% of the beam
divergence. The laser power supply shall be compact (approximately 450
mm L x 450 mm W x 130 mm H) and require no water cooling. The laser
head must be small (approximately 180 mm L x 50 mm W x 35 mm H),
air-cooled with no fan, and fiber-coupled to the pump/power supply. The
laser head must be sealed to remain clean, and theoptics in the head
mounted in non-adjustable mounts that will not come loose or unduly
stress the optics with temperature extremes. The laser head and power
supply must be fully interchangeable with future manufactured laser
heads and power supplies and both shall be able to operate in any
orientation. The operating temperature range shall be at least 0 C to
30 C. A storage temperature range of -- 40 C to 65 C is desirable. The
line power required must be 110 VAC at 60 Hz. The laser system shall
be covered by a warranty lasting at least one year. Delivery of the
laser system is required by December 31, 1999. Technical merit as well
as price will be used to evaluate offers. As the technical merit
becomes more equal, price becomes a greater factor. This procurement is
being conducted under Simplified Acquisition Procedures. There is no
formal bid package. Proposals can be faxed or mailed and must be
received on or before November 10, 1999. When submitting a proposal,
