Department of Transportation Program on Remote Sensing Applications in

Osterberg, (202) 366-6942 CONTRACT INFORMATION: BROAD AGENCY
ANNOUNCEMENT soliciting preliminary proposals (White Papers), not to
exceed 10 pages per project, on one or more projects outlined in this
announcement. The program will validate commercial remote sensing
products and spatial information technologies for application to
national transportation infrastructure development and construction.
This announcement addresses technology application projects that focus
on trial testing and implementing commercial remote sensing
technologies and methods to meet transportation requirements in the
short term. The research focuses on the following nine project areas:
1. Regional Outreach on Remote Sensing Application: Project will
address issues by decision-makers at regional levels, including
stakeholders, on application of remote sensing and identify the
education and training needs and outreach required on remote sensing to
train state and local agencies; 2. Monitoring of Pipeline Safety and
Performance: Objective is to monitor and detect potential pipeline
disruptions or leaks in a selected pipeline region. In place of natural
disturbances, simulating a failure such as leaks and migration or
movement of the pipeline system will be made to verify remote sensing
detection capability; 3. Remote Sensing Application for Regional
Traffic Management: Project will stage a demonstration on the
application of remote sensing technology to monitor and assess regional
traffic flow, congestion and bottlenecks to traffic flow, and provide
options for automatic incorporation of regional traffic information
obtained from remote sensing data to traffic management centers; 4.
Remote Sensing Application to Freight Terminals and Ports: Project will
explore applicability of remote sensing to monitor freight movements
and provide information for facilitating intermodal management of
movements and transfer; 5. Remote Sensing Application for Rural
Infrastructure Management: Objective will be to monitor traffic flow
and condition of the bridges. Information collected will include
identification of distinguishing features from imageries that relate to
management of bridges and assessing the condition of pavement
infrastructure; 6. Regional Data Base for Transportation Planning:
Project will explore automating the transfer of remote sensing
information to Geographic Information Systems (GIS) specifically on
features of the land area most important for transportation; 7.
National Environmental Policy Act (NEPA) Streamlining and Environmental
Assessment: Project will explore application of remote sensing to
measure environmental impact of transportation, including NEPA
streamlining; 8. Disaster Response Management: Project will focus on
monitoring conditions and in-service functionality of transportation
systems following natural or other disaster events such as floods,
cyclones, earthquakes, and major train collisions, including grade
crossing accidents. 9. Remote Sensing Applications to Transit Systems:
Project will focus on applications of remote sensing technology to
monitor and manage transit systems operations. WHITE PAPERS: DOT is
soliciting white papers from industry on the projects identified above.
Each white paper, not to exceed 10 pages, shall include sufficient
information to assess the following areas: 1) Technical merit of the
concept; 2) Potential for payoff in transportation practice; 3)
Technical experience and capabilities of the proposer; 4) Cost sharing
contributions; and 5) Partnerships with state agencies and other
product user groups. Pages exceeding the 10-page limitation will not be
reviewed. All of the above factors are of equal importance. Currently,
it is planned that the DOT cost for each project will range from
$50,000 to $250,000. GENERAL INFORMATION: BROAD AGENCY ANNOUNCEMENT

BROAD AGENCY ANNOUNCEMENT: This Commerce Business Daily (CBD) notice,
in conjunction with further announcement details available from the
internet address identified above, constitutes the Broad Agency
Announcement (BAA) as contemplated by FAR 6.102(d)(2). A formal RFP or
other solicitation regarding this announcement will not be issued.
NOTHING IN THIS ANNOUNCEMENT SHOULD BE CONSTRUED AS A COMMITMENT BY
RSPA TO AWARD ANY OF THE PROJECT AREAS IDENTIFIED ABOVE. A Government
panel will evaluate all white papers for responsiveness to the
assessment areas stated in this BAA. Offerors providing white papers
deemed worthy of further consideration and meeting the criteria of this
BAA will be notified with possible suggestions for change in scope and
detailed guidelines for submitting full proposals. The Government will
select the best proposals for award and may fund them through one of a
variety of mechanisms: Contract; Grant; Cooperative Agreement; or an
