Surface Warfare Center, Coastal Systems Station, Dahlgren Division,
intends to issue a solicitation to provide for support in the areas of
specialty engineering, systems engineering management, and
technological engineering. The specialty engineering and systems
engineering support will be required in areas such as: (1) Systems
Engineering; (2) Integrated Logistic Support; (3) Configuration
Management; (4) Reliability, Maintainability, Availability Engineering;
(5) Systems Safety Engineering, (6) Human Factors Engineering; (7) Life
Cycle Cost Analysis; (8) Design-to-Cost Analysis; (9) Standardization;
(10) Quality Assurance; and (11) Value Engineering. Technological
engineering services will involve the application of complex technical
expertise to resolve issues involving new technologies or innovative
application of existing technologies. The primary purpose of these
services is to make a direct contribution to the timely development,
design engineering, production, quality, and fielding ofsystems that
meet an operational requirement and that are effective and suitable for
use by the operating forces. These engineering services will support
systems in the following DoD warfare areas of interest: (A) Mine
warfare (surface, Shallow Water, and Airborne Mine Countermeasures and
Mining Operations); (B) Airborne Countermeasures; (C) Marine Corps
Systems; (D) Amphibious Warfare and Strategic SeaLift; (E) Naval
Special Warfare; (F) Surface Ship Undersea Weapons Defense and Special
Vehicles; (G) Diving and Salvage; (H) Research and Technology; and (I)
Modeling and Simulation; (J) DoD systems. The proposed contract is a
follow on to Coastal Systems Station (CSS) contract N61331-98-D-0006,
which was awarded under full and open competition. The proposed
contract will be a Cost-Plus-Fixed-Fee, Indefinite Quantity Contract
with provision for term and completion form delivery orders for a
period of five years. The contractor will be required to provide
personnel, materials, equipment, facilities, test fixtures,
instrumentation, and engineering services within the task areas
delineated above. The Government anticipates that the Technical
Proposal will consist of a brief written proposal primarily focused on
past performance and an oral presentation that will be videotaped. A
separate cost proposal will be required. The successful contractor must
have a SECRET facility clearance. The Government is contemplating award
of multiple contracts under the solicitation for this effort. Awards
will be based on the best value to the Government. Delivery terms will
be specified on each delivery order awarded against the basic
