Warfare Center Aircraft Division (NAWCAD) intends to issue a Cost Plus
Fixed Fee Contract with a base and one option year, to RF Microsystems
Inc (RFM) 4711 Viewridge Ave., San Diego, CA 92123-1669, for continuing
design, analysis, and development services to support the Special
Operations Media Systems B (SOMS-B Digital Video Distribution Systems
(DVDS) Program (ACAT III). NAWCAD Patuxent River, St. Inigoes, MD,
Special Communications Requirements Branch (SCRB) is tasked by the
United States Special Operations Command (USSOCOM) to provide support
in the research, design, development, analysis, procurement,
fabrication, test and implementation of broadcast transmission systems
and components. In particular, NAWCAD is tasked to develop a broadcast
transmission system providing rapid production and access for print,
audio, and video products for the Psychological Operations Broadcast
System (POBS) program. The system is a transportable, mobile
audio/video Psychological Operations (PSYOP) broadcast transmission
system, allowing radio and television broadcast anywhere in the world
with extremely high bandwidth distribution of audio/video products
within theater as well as to and from approval authority stateside. The
purpose of the proposed acquisition is for the contractor to provide
continuing system engineering, design, analysis, development,
procurement, prototyping, and test and evaluation support of broadcast
transmission systems and components. The resulting systems shall be
capable of transporting high bandwidth, encrypted, broadcast quality
video programming by use of commercial satellite communications
terminals, video compression methodologies, store and forward
techniques, error correction methods, high bandwidth encryption, and
point to point and broadcast mode software applications. Systems shall
be ground and aircraft transportable. RFM is currently conducting
critical tradeoff studies and analysis for the DVDS program under
contract N00421-95-C-5176. Per FAR 6.302-1 RFM is the only responsible
source capable of providing the highly specialized follow on services
without substantial duplication of cost and unacceptable delays in
