Monterey Site intends to negotiate and award on a sole source
procurement using Simplified Acquisition Procedures under the authority
of FAR Part 13.106-1 (b) and 6.302 with Mr. Donald Lawson, Hillcrest
#8, 97 West Hill Road, Stowe, VT. To provide a support in the
development of a comprehensive aviation maintenance mishap
investigation analysis and reporting process. The following task will
be required. 1) Contractor shall contractor shall be responsible for
providing NPS with a summary outlining the current status of ongoing
military and civilian programs. 2) Assist the School of Aviation Safety
with the development of Comprehensive literature review to be presented
to NASA and FAA program managers. 3) Assist with the development of a
process of conducting aviation mishap investigation analysis and
reports involving the maintenance error. Tailor the current Navy Human
Factors Analysis of historical maintenance incidents, populate and
incident database and perform a preliminary analysis database for
detecting problem areas and trends. 4) Participate in presentation and
publication of research project. In addition, develop training
materials of the process. 5) Assist in the development of a universal
program of instruction on maintenance error management and
presentations, lecture guides, course materials. 6) Assist in the
analysis of military and commercial aviation maintenance mishap data.
Categorize and critiqued mishap investigative techniques, mishap causal
factors, and maintenance program discrepancies. 7) provise initial
training on maintenance error management. 8) Assist in monitoring and
analysis of organizational maintenance error management program
effectiveness. 9) provide lecture presentations and information sharing
to participating organizations and /or symposiums on the revised dated
maintenance error management program. Contract period one year from
date of award. all findings and reports shall be provided to the
Schoolof Aviation Safety, Naval Postgraduate School, Monterey, Ca. The
proposed purchase action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit a quotation.
This notice of intent is not a request for competitive proposals.
However, all proposals received within ten days after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete this proposed purchase
order based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for determining whether to conduct a competitive
