not a notice of RFP issuance. The Structures Division (VAS) of the Air
Force Research Laboratory (AFRL) anticipates a competitive acquisition
for engineering and technician services to support the operations of
the Structures Division Test Facilities. Anticipated period of
performance is 01 OCT 00 through 30 SEP 01. Four one-year options may
be awarded. All sources capable of providing these services are being
sought. In addition to the information requested in the paragraph below
entitled ""Capabilities Package"", responding parties must also
indicate their size status in relation to the applicable Standard
Industrial Classification (SIC) code 8731. Businesses, including their
affiliates, employing an average of 1000 individuals or less during
the past 12 months are considered small. Sources with 8(a) status or
otherwise classified as small disadvantaged business should state
accordingly in their responses. This multi-year requirement is for
on-site provision of specialized scientific, technical, and managerial
services to support research and development efforts including
structural testing. Test systems to be supported include
instrumentation systems, data acquisition systems, control systems,
heating systems, cooling systems, hydraulic systems, compressed gas
systems, electrical systems, cryogenic systems, acoustic systems,
vibration systems, coupon test systems and test fixture systems.
Expertise in analytical techniques and composite fabrication is also
required. Services are required to provide diverse technical support
including labor, equipment, tools, material, and supervision, plus
maintaining and improving the supporting equipment of the Structures
Division Laboratory (VAS). Support services required for VAS programs
include operation, preparation, design, analysis, fabrication,
assembly, setup,inspections, tear-down, modification, maintenance,
repair, and overhaul of special devices and systems. The prospective
sources need to have expertise in the areas of composite fabrication,
structural design for test fixtures, computer hardware and software
programming for various control systems and data acquisition systems,
and instrumentation. CAPABILITIES PACKAGE: All interested firms should
submit a capabilities package that outlines the firm's experience and
capabilities in providing the above-mentioned services. The
capabilities package should be brief and concise, yet clearly
demonstrate an ability to meet stated requirements. All materials
