COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 27,1999 PSA#2463SCRAP INDUSTRY WORKSHOP IN SAN DIEGO, CA The Defense Reutilization and
Marketing Service is making plans for private industry to take over
its scrap yard operations. A pilot program is being developed effecting
multiple scrap yards in southern California and scrap yards located at
Ft. Lewis, Tacoma, Washington, Hill AFB, Ogden, Utah, and Nellis AFB,
Las Vegas, Nevada. DRMS will hold a meeting with private industry, o/a
December 2, 1999 in San Diego, CA to discuss its plans for the pilot
program (selected scrap yards operated and managed by private industry)
and to review the requirements for bidding. DRMS believes that scrap
yards may be more efficiently operated by private industry and the
savings from government labor and resource requirements will provide a
greater benefit to the Department of Defense. The pilot program is
designed for private industry to receive, manage and sell all scrap
turned-in to the scrap yards reference above. DRMS plans to offer the
scrap, i.e. ferrous, non-ferrous, and non-metallic, through a sealed
bid salesprocess. This process involves the release of a Request for
Techincial Proposal (RFTP), the evaluation of potential bidder's
technical proposal, and Invintation for Bids (IFB). The RFTP process
and the IFB process will be explained in detail at the December 2, 1999
workshop. To assist us in planning this meeting, we request you let us
know if you are interested in submitting a technical proposal for the
scrap contract and will be attending the meeting in December.
Attendance at the meeting is critical to your preparation of an
acceptable technical proposal and understanding the process. You will
also have the opportunity to ask your questions and offer suggestions.
