COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 27,1999 PSA#246363 DIGITAL RECORDING SYSTEM AND CAMERAS This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitiutes the solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number is MDA250-00-Q-0006 and is being issued as a
Request For Quotation (RFQ) under simplified acquisiton procedures. See
Notes 1 and 22. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisiton Circular
97-12. All respnsible sources may submit a proposal, which, if timely
redeived, shall be considered by the Government. The Standard
Industrial Code is 7382. The small business size is nine million
dollars ($9M). The Contractor shall provide the following items: CLIN
0001 -- Network Security System; Diginet model AVE-D1617 or equal, 3
each; CLIN 0002 -- Digital Color Camera; RCA model TC200X or equal, 50
each; CLIN 0003 -- Auto Iris Lens (3.5 -- 9mm) Burle model TC1809 or
equal, 50 each; CLIN 0004 -- SVGA 17" Color Monitor; View Sonic model
E-771 or equal, 3 each; CLIN 0005 -- Backup Removable Hard Drive;
American Video Electronics model or equal, 11 each; CLIN 0006 -- Color
Inkjet Printer, Canon part no. C259011 or equal, 1 each; CLIN 0007 --
Two Year Extended Warranty, 3 each. Place of delivery shall be
DFAS-DE/CWLS, 765 Unita Way, Bldg 667, Denver, CO 80220. The following
factors shall be used to evaluate proposals: price and past
performance. Vendors are required to submit past performance
information, including points of contact, on the last three contracts
for similar equipment and service. Vendors shall ensure all reference
points of contact, i.e. organization, name and phone number are
accurate. The provision at FAR 52.212-1 Instructions to
Offerors-Commercial Items (Aug 1998) applies to this acquisition.
Offerors are required to complete and include a copy of the provision
at FAR 52.212-3 Offeror Representations and Certificationss-Commercial
Items (Feb 1999) with their proposals. FAR clause 52.212-4 Contract
Terms and Conditions Commercial Items (May 1999) applies to this
acquisition. FAR clause 52.212-5 Contract Terms and Conditions Required
to Implement Statutes or Executive Orders- Commercial Items (May 1999)
applies with the following appliciable clauses from paragraph (b). FAR

Defense Acquisition of Commercial Items (Jan 1999)applies to this
acquisition with the following clauses appliciable from paragraph (b).
DFAR 252.225-7036 North American Free Trade Agreement Implementation
Act.DFAR 252.204-7004 Required Central Contractor Registration (May
1998) DFAR 52.211-7003 Brand Name or Equal. In addition to the listed
FAR provisions and clauses, all offerors must provide a contractor
identification code which is currently the Dun and Bradstreet Data
Universial Numbering System (DUNS)number. All FAR provisions and
clauses, except the Year 2000 Compliant clause, may be reviewed and/or
obtained from the General Services Administration's Federal
Acquisition Regulation webite at internet address
http://www.arnet.gov/far/. A copy of the Y2K clause may be obtained by
faxing a request to Tom Tipton at (303) 676-8042. Any contract awarded
as a result of this solicitation will be an order certified for
National Defense under the Defense Priorties and Allocation System. The
Government intends to make a single award to the offeror whose offer is
most advantageous to the Government using Simplified Acquisition
