THIS SOLICITATION WILL BE ISSEUD ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. -- The design/build scope of work includes the demolition and removal of a 7,570,000 liter steel ground-supported reservoir tank and the construction of a conventional or pre-engineered 7,570,000 liter standpipe, approximately 325 lineal meters of 400 mm and 25 lineal meters of 300 mm buried water main and five motor-operated valves, the necessary generic transducers and controls for a future SCADA system, site improvements and incidental related work. The contractor shall prepare any and all necessary Illinois Environmental Protection Agency permits required for the construction and operation of the new standpipe and associated water main piping. In addition to the requirements contained in the specifications, the project shall meet the requirements of the latest edition of the Standard Specifications for Water and Sewer Main Construction in Illinois. The Contractor shall provide operation and maintenance manuals for the standpipe, cathodic protection systems, valves and any other aspects of the finished system that may require them. -- THIS SOLICITATION IS FORMATTED AS A REQUEST FOR PROPOSAL (RFP) IN ACCORDANCE WITH THE REQUIREMENTS DESIGNATED BY THE FEDERAL ACQUISITION REGULATION (FAR) PART 15 FOR NEGOTIATED PROCUREMENTS UTILIZING SOURCE SELECTION PROCEDURES OF FAR 15.3.
