Qualification Statements from construction companies wishing to be
Prequalified for award of a Fixed Price Contract for expansion of the
San Francisco Air Mail Center (AMC). The Scope of Work consist of
renovation within the existing building consisting of approximately
166,651 square feet and an expansion of 96,989 square feet, the
accumulated sum total should be approximately 263,640 square feet once
the project is complete. Environmental abatement issues and
mechanization will be a component of the construction contract. The
building and site alteration requirements are to be remodeled to the
extent that the basic safety and welfare is maintained through the
implementation of changes required to conform to USPS standards,
current building code, state, county, local and federal jurisdictional
requirements. The interior will require specific renovations for
current standard implementation and mechanization
replacement/alterations. Postal Service intends to select a Fixed
Mechanization Contractor and assign this contractor to the successful
building contractor. The analysis, recommendations and implementation
for the seismic upgrades and superstructure implementations/alterations
shall be provided as a part of the project. The site paving/landscaped
site area located along the east and southeast corner will require
changes to conform to the proposed right of way improvements by the
airport authority. All areas and work described are approximate; exact
areas will be denoted on plans and specifications to be issued with
the request for proposal. Drawings and specifications will be provided
by USPS defining the Scope of Work. Total period of construction of
the project will be 728 calendar days. Estimated cost range is between
$35,000,000 and $45,000,000. Only the most qualified contractors will
be prequalified. To be considered for Prequalification: the company
must be financially capable; five (5) years experience as a
construction company and the completion of two (2) comparable projects
within the past five (5) years one of which can be ongoing. Comparable
projects are defined for the purpose of this advertisement as "New
construction or expansion projects of light industrial use for
processing and distribution with a minimum of 100,000 square feet in
size and a construction cost of $10,000,000 or more, as well as
installation of material handling equipment with an equipment cost of
$10,000,000 or more. The material handling work may have been
accomplished as either a prime contractor or as a subcontractor in
either a new or existing facility. Also, the construction entity shall
demonstrate projects with lead based paint and asbestos abatement in
occupied spaces. The contractors Qualification Statement will be
evaluated in accordance with the following criteria listed in order of
importance: EXPERIENCE/PERFORMANCE, and CAPABILITIES: -- Organization,
Backlog, Financial Capability, Bonding, and Banking. The Postal Service
intends to issue a Request for Proposal (RFP) to Prequalified firms
only. The Postal Service will select the offeror that provides the Best
Value to the Postal Service. Qualification Statement packages are
