synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number DTCG38-00-Q-200001
is issued as a Request for Quotations (RFQ). This solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-14. The applicable Standard Industrial
Classification Code is 3728. The small business size standard is 1,000
employees. Items Required: Hydraulic Power units, 10Each. Award will be
made to the Offeror proposing the best value to the Government
considering technical acceptability, price, delivery, and past
performance. These hydraulic power units shall be new, commercial off
the shelf (COTS), and fully supportable through commercial parts
sources. These items will be used in flightline, hangar, flightdeck,
and remote environments, primarily with the Coast Guard's HH65 Dolphin
helicopter. Because of mobility and field requirements, these units
shall be portable and self contained, capable of performing in
remote/austere locations. Each hydraulic power unit shall have the
following basic performance requirements and capabilities: Type:
Adjustable dual system (primary and secondary) capable of simultaneous
independent operation. Features: Built-in reservoir capable of
supporting both systems simultaneously. Reservoir: Internally mounted
in unit; minimum capacity 8 U.S. gallons, maximum capacity 12 U.S.
gallons. Operating Pressure: primary-870psi (+29, -0 psi) fully
adjustable, secondary-3000 psi (+47,-0psi) fully adjustable, Flow rate:
primary-1.6gpm fully adjustable, secondary-6.68gpm fully adjustable.
Flow meters: One for each system, designed for the flow conditions
specified herein. Meters shall be accurate to +/-5% of full-scale
reading and shall be mounted on the operator's control panel. Safety:
Pressure relief valves shall be provided for each system. Primary
950+/-25 psi, Secondary 3300+/-100psi. The relief valves shall
incorporate a locking device so that vibrations cannot change their
settings. The power unit shall be equipped with an unloading valve in
the high-pressure system to allow the motor to start under no-load
conditions. The valve shall be controlled from the operator control
panel. A "valve on" and "valve off" indicator shall be provided on the
control panel in close proximity to the control switch. Hydraulic
lines: primary pressure-25 feet long 1/2inch hose with quick
disconnects installed, primary return-25 feet long 5/16 inch hose with
quick disconnects installed, secondary pressure-25 feet long 5/16 inch
hose with quick disconnects installed, secondary return-25 feet long
inch hose with quick disconnects installed. Quick disconnects: All
quick disconnects shall be Aeroquip brand with numbers 5D,8D,12D sizes,
corresponding with the1/2,5/16 and 3/4 inch hose size respectively.
Filters: Installed in each system, having 3Micron ABS with no bypass.
Size: Inches tall, 66 inches long, and 30 inches wide maximum. This
includes all electrical cable and hose mounting devices and with
wheels/casters installed. Portability: Industrial wheel or caster.
Electrical: All electrical components, assemblies, and sub-assemblies
shall be installed in accordance with industry standards as applicable
(NEMA, NEC safety codes, etc) Power requirements: 220 VAC/60 Hz. Max
Current: 60Amps at 220 VAC with both hydraulic systems operating
simultaneously. Power cable: Power In (1 EA) 60 feet long. Environment:
Operating-32 Deg F to 120 Deg F Storage-0 Deg F to 160 Deg F Manuals:
1 each Operators manual per unit, to include electrical and hydraulic
system schematics, illustrated parts breakdown, and commercial part
numbers. Conformance Requirements: A certificate of conformance shall
be provided for each completed hydraulic power unit. The contractor
shall manufacture and deliver hydraulic power units in accordance with
the specifications and capabilities listed above. Items are to be
delivered no later than January 31, 2000 to the following locations: 5
units to Elizabeth city, NC, (1) unit to Selfridge ANGB, MI, (1) unit
to Aguadilla, PR, (1) unit to Los Angeles, WA, (1) unit to Port
Angeles, WA, (1) unit to Kodiak, Ak. Earlier deliveries will be
accepted. Delivery shall be F.O.B. destination with final inspection
and acceptance at destination. The following Federal Acquisition
Regulations (FAR) provisions and clauses apply: FAR 52.212-1
Instructions to Offerors-Commerical Items (Nov 1999); FAR 52.212-3
Offeror Representations and Certifications- Commercial Items (June
1999)-Offeror shall include a complete copy of this provision with
their offer. FAR 52.212-4 Contract Terms and Conditions-Commercial
Items (Apr 1998) with the following addenda: FAR 52.252-2 Clauses
Incorporated by Reference (May 1999), also the full text of a clause

shall be packaged in accordance with best commercial packaging to
enable shipment to destination and transshipment to a Coast Guard unit
without repackaging or incurring damage during shipping and handling.
Materials shall be marked in accordance with MIL-STD-129M, Marking for
Shipment and Storage, dated 15 Jun 93. All labeling will reflect the
appropriate National Stock Number, Part Number, Nomenclature, Quantity,
Purchase Order Number, and Serial Number. Labeling data shall be
attached to the outside of the shipping container. Inspection and
acceptance to ensure that items are in accordance with manufacturer's
specifications shall be performed at destination. FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items (May 1999), paragraph (b)
(11)-(17)(23) are also applicable. The basis for award will be the best
value to the Government considering technical acceptability, price, and
delivery and past performance. Closing date and time for receipt of
