Service ("IRS") is seeking sources to provide equipment capable of
automatically printing and attaching United States Postal Service
("USPS") Form 3811, Return Receipt, to outgoing certified mail.
Information to be printed on Form 3811 is the recipient's name and
address, the Certified Mail Number, and a bar code representation of
IRS supplied taxpayer information. In addition, tracking of the
outgoing and incoming Return Receipt and certified mail is required.
This tracking information must be reformatted into IRS specified
formats for internal IRS use. This equipment will be located in the ten
IRS Service Centers. Preparation of the Form 3811 will be in accordance
with the USPS Domestic Mail Manual. The equipment is to be in place and
operational at all ten Service Centers by July, 2000. An estimated 3.5
million pieces of Certified Mail with Return Receipt Requested would
be processed annually. In your response, we request you provide the
following information: 1. The price to purchase 10 pieces of this
equipment. 2. The monthly price to lease this equipment for a period of
three years. 3. Shipping and installation costs for the equipment. 4.
Information on annual maintenance costs and plans including a list of
supplies necessary to keep the equipmentin proper working order. Also
include information on annual software maintenance plans. 5. Commercial
or other literature showing the technical capabilities and functions of
the equipment. Specifically, please provide information on the hourly
throughput rate of the equipment. 6. Provide names and phone numbers of
current and past owners of your equipment as references. 7. Provide
information as to whether or not your firm can manufacture 10 pieces of
equipment in time for it to be installed and operational in all 10
Service Centers by July, 2000. If your firm cannot manufacture and
install this equipment by July, 2000, provide information on when you
can do so. 8. Provide information on whether or not your firm is a
small business. The SIC code is 3579. The size standard is 500
employees. Please provide this information no later than November 15,
