The Naval Air Warfare Center Aircraft Division is seeking sources for engineering and technical services in the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, life cycle and logistic support of electronic communication systems (ECS). These systems include shipboard, small craft, boat, transportable, mobile, vehicular, aircraft/airborne, hand held, manpack electronic communications and weapons systems, and the fixed or semi-fixed shore terminations of such systems. The design of the required system, system-of-systems, or family-of-systems shall include requirements for use of a specified system. The contractor shall base plans and designs on using those identified systems. The contractor shall make recommendations for systems to be used based on market research to determine interoperability with similar systems fielded by other military services. The services required are in support of the above efforts. Solicitation N00421-00-R-0189 will reflect a cost plus fixed fee level-of-effort type contract with a base year plus four option years estimated at 954,000 hours for the entire contract. Interested parties are requested to submit a brief one page statement demonstrating their capability to perform the services listed above and their representation as a small or large business under Standard Industry Code (SIC) 8711.
