The USEPA intends to negotiate on a sole-source basis, under the authority of FAR 6.301, with Horiba Instruments for the upgrade of the VETS 9000 system for the U.S. Environmental Protection Agency's National Vehicle and Fuel Emissions Laboratory (NVFEL) 2565 Plymouth Road, Ann Arbor, Michigan. The VETS 9000 is an automated system used to perform emission testing for D001 in site 1. The system includes computer hardware, data acquisition and control equipment, and applications software. The computer hardware and software are integrated with three emissions analyzer benches, dynamometer, CVS, and other auxiliary equipment. The system controls and collects data from the analytical equipment, reports tests results, and performs other functions (calibration, diagnostics, etc) related to the maintenance of the test cell. The contractor shall provide all necessary hardware and software changes in order for the VETS 9000 system to perform testing in the year 2000 and beyond. All current capabilities should be operable with the upgrade. Because of the proprietary nature of their software, Horiba is the only contractor that has, or can obtain the capabilities to perform the Y2K upgrade of the VETS 9000 system.
