IS A CONTINUATION OF BROAD AGENCY ANNOUNCEMENT (BAA) DAAH01-00-R-RB02,
CONTROLLABLE THRUST PROPULSION. Summary page(s) of organizations
participating in the proposal with title, technical POC, administrative
POC, pertinent phone numbers, fax numbers, and email addresses. A one
page abstract that is unclassified and not competition sensitive
describing the proposal. Overall technical plans and analysis to show
how the contractor controllable thrust concepts will meet the technical
requirements of the announcement. An overall program schedule to
include deliverable items. Part II of the proposal shall include: A
Cost Summary not to exceed two pages. Supporting pages that include a
detailed breakdown of labor, materials, and other costs to include
direct and indirect costs. Include a 3.5" Floppy Disk in EXCEL by cost
element for each of the three years and summary for the total cost.
Part III of the proposal shall include: Submissions of recent and
relevant experience for contracts awarded since October 1996. The
number of relevant contracts submitted shall be no more than six.
Offerors are to submit past performance information and self-evaluation
of that performance on their proposals. An experience questionnaire is
provided at Attachment 2. The questionnaire will be included as an
attachment to the request for proposal to ensure requested information
is addressed by the offerers. In order to facilitate the evaluation of
past performance, the offeror is required to mail or fax the
questionnaire (Attachment 3) and letter (Attachment 4) to each of those
organizations listed as references for past performance with
instructions for them to respond directly to the government. The
questionnaire and letter must be forwarded to all identified POCs not
later than 10 days prior to submission of the proposals. The offeror
shall include the name of each identified POC with telephone and fax
numbers, and the date of the mailing. The government will accept
proposals for a period of 30 calendar days after the date ofthis
announcement. The government will not accept proposals after this
period. The government reserves the right to select for award any, all,
part, or none of the responses received and may incrementally fund any
resultant contract. Note that only the contracting officer has
authorization to award government contracts pursuant to this BAA. All
responsible sources may submit a proposal which shall receive
consideration by the government. The government reserves the right to
award to other than the lowest offeror. The evaluation will be based on
best value to the government and include an assessment of life cycle
costs, including disposal. The government may award multiple three-year
contracts for this effort for less than $5,000,000 each. The government
plans to fund this effort incrementally. Initially, a payment of
$30,000 shall be funded upon contract award. This requirement will be
issued as a full and open competition contract. A cost plus fixed fee
contract is contemplated as a result of this solicitation. Receipt of
proposals will be restricted to the United States and its territorial
contractors who possess a SECRET security clearance. No foreign
participation will be considered. Submit all correspondence and

submitted via facsimile machine shall not be considered. There shall
be no formal request for proposal or any further solicitation document
issued in regard to this BAA. Attachments 1 through 4 will be
