pre-solicitation notice. The National Imagery and Mapping Agency (NIMA)
is contemplating a procurement action leading to the award of
contract(s) for technical support services in support of the NIMA
Technology Office (TE). The mission of the NIMA TE is to identify,
research, develop, assess and transition technical solutions and
processes, and to provide expertise that enables NIMA to meet its
strategic goals and objectives. NIMA intends to solicit proposals on a
full and open competitive basis with the intention of awarding
multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) Task Order
contracts to contractors, or contractor teams, that have been evaluated
by the Government and determined to provide the best value to the
Government in the following four (4) functional areas: Advanced
Research and Development (AR&D), Infrastructure, Programs and Planning,
and Technical Assessment Support to Operations. Some of the technical
support services to be performed may include the following:(1) imagery
and geospatial analysis to include review and analysis of hardcopy and
softcopy imagery from a variety of national, tactical and commercial
sensors, and exploitation of multisensor products to include visible,
infrared and radar; (2) administration of imagery-related computer
systems to include Windows NT-based PC LAN and Macintosh systems,
servers and workstations, and configuration and customization of
prototype computer systems and other imagery-related systems; and (3)
performance of human factor studies to include evaluation of
human-machine interface of workstation elements, visual displays,
workstations systems and work environments, and development of
methodologies for human factor evaluations and standards. The
Government reserves the right to award a single contract if, after
proposal evaluation, the Government receives only one acceptable
proposal. Additionally, if none of the proposals received by the
Government are acceptable, the Government reserves the right to make
zero awards under this solicitation. NIMA has established a Technical
Support Contract (TSC) homepage that will be used to publish
pre-solicitation and formal solicitation documents, schedules, notices,
and will provide a forum for offerors to submit questions to the
Contracting Officer. This homepage will be available to all potential
offerors; however, it will have a password-controlled access. The
Government will require all potential offerors to complete a market
survey, which is located on the homepage, before being assigned a
password to access solicitation documents, etc., through the TSC
homepage. Information and instructions for submitting the market survey
and obtaining a password are described in the market survey document.

TSC homepage is presently under construction and NIMA expects to have
the market survey and a white paper that describes the intended
procurement available on the homepage o/a 26 October 1999. NIMA intends
to release a draftsolicitation document via the TSC homepage in early
November. Prospective offerors will be encouraged to submit comments to
the Contracting Officer via the TSC homepage. Offeror's comments and
questions will be considered during preparation of formal solicitation
documents. Pre-solicitation and formal solicitation documents will be
