is a Request for Information (RFI). Response is due no later than 14
November, 1999. The Department of State, Office of the Under Secretary,
is in need of system capabilities to identify, access, collect, index,
and interpret information from disparate sources upon which to base an
effective security system for its overseas embassies and staff
residences. The objective is a case control, case management system
which will integrate administrative data, security management, and
emergency response. Potential technologies include, but are not limited
to, geographic information system imaging; digital mapping; alarm,
surveilance and sensor systems; and automated incident logging.
Administrative and Security Officers and their staffs at American
embassies must have tools available to anticipate and/or react to a
wide range of threat scenarios, and must organize, plan, monitor and
train for threat situations with current resources. An enterprise
approach based on effective technology utilization is expected to
provide increased capability in this area. Out of the design of the
enterprise management approach will come the development and
implementation of a pilot project at a medium or a large embassy
overseas. Innovative responses are sought which will provide a concept
for the development of an information system to provide maximum
security at Department of State embassies and staff residences
